being financed by the L~~ grar~p. M~. ~llin~ indicated that ~cti~~
X.H. ~ prohibits the Jaunty f~~ pending ~~ey even far the purpa~~s of
conducting ~ study. M. l,~dh~.~.l stated that pro~tision~ in the Water
and fewer ~aliy ~.ndi~ectly limit the county foam spending funds to

cases.

dwelling unfit ~~~ hn h~bit~tian due to unsafe st~t~l
conditions; fire ~a~~~ds, ir~~d~~u~t~ light end v~ntilation~ inadeguat~
sanitary filiti~ end at ini~i~l ~anditions detrimental to the
welfa~ ~~ the aupants and the public. In 1987 the Drange bounty haw
~,nd Moderate Income Housing Tasl~ Farce Repot bstan~~.~~ed the
continued eiste~~~ of substa~da~d hoping. They also indicated that
there is ~r~ iri~~~~ir~g ~~~~ ~~ d~p~~i~-tian in the overall stacl~ of
housing. since its adoption, the 1~inimum Ha~a~ing ~rdin~.~ has been
~dm~nistered and enforced by the Housing/am~nunity ~~vlapm~nt
~pa~tment of Drange jaunty. It is p~opased that this responsibility ~~
~ansferred to the grange jaunty Planning and Inspections dep~rtmer~t
because G.. 1~8A-81.1 now requires that inspetian~ b canduct~d by
certified code enforcement officers. The Inspections Di~iian, under
the direction of the code Enforcement 8upervisar, has four rode
enforcement officers, who are crass trained and certified by the ~. ~.
