ORANGE COUNTY BOARD OF COMMISSIONERS
' APRIL 16,'1981
the Orange County Board of Commissioners met in executive session
to consider personnel Thursday, April 16, 19$1, at 6:30 P.M, in the
Commissioners' Room, Orange County Courthouse, Hillsborough, North
Carolina.
Commissioners present: Commissioner Anne Barnes, Chair, and
Commissioners Norman Gustavesan, Norman Walker, Richard Whitted and Don
w:l~hoit.
Following the executive session which adjourned at 7:15 P..M.,
~ the Orange County Board of Commissioners met in special session with
the Town of Hillsborough Board of Commissioners in the Superior Court-
room, Orange County Courthouse, Hillsborough, North Carolina.
~ The Orange County Board of Commissioners were present as listed
above.
Town of Hillsborough Board of Commissioners present: Commissioners
j Horace Johnson, Allen Lloyd, Paul Martin, Remus Smith and Rachael Stevens.
i Mayor Cates of Hillsborough was not present.
Commissioner Anne Barnes presided over the meeting and thanked the
~ T^;vn of Hillsborough Board of Commissioners for responding positively to
(~ the Orai~:7e County Board of Commissioners' request fora joint meeting..
I Agenda Item 1: Northern Fairview Proposed Park

Mr. Jim Polatty, Planning Director for Orange County, addressed
t';p Boards on this topic. Mr. Polatty said the objectives were to;
{ _.--reclaim the landfill, thereby ending khe health threats to
n4arby residents;
2--develop the park; and,
I 3--develop housing in the general area.

Mr. Wayne Weston, Recreation Director for Orange County, said
the Community Development Grant which Orange County was now working under,
~ was written with the neighborhood park concept; however, he envisioned a
district .park--Orange County's first such park-

Mr. Weston further stated the County presently owns approximately
21 acres contiguous to the approximately 67 acres that Hillsborough
owns and is presently using as a landfill for burnable materials.
Mr. Weston said the soil in the landfill would not be suitable for
buildings but would be for open spaces/play .spaces such .as ballfields, .
etc. Mr. Weston said he thought the primary users of the park would
6e Hillsborough citizens. He cited the opinions of 5 engineering firms
that had looked at tie site and said that a landfill would not be an
acceptable neighbor for the park; HUD also thinks the landfill would
not be suitable next to. the proposed park. The recommendation is to
acquire the land awned by Hillsborough and used as a landfill to enlarge
the proposed park.
The Board of Commissioners of the Town of Hillsborough voiced some
concerns:
1-Hillsborough is .presently using this area (about 5-10 acres of the
total acreage) for burnable materials;
2-Hillsborough spends $9,0.00. at the Eubanks Landfill now and if
they have to haul the burnable materials to that site their costs
will increase;
3-An alternative site to .dispose of such materials;
4-The possibility that Orange County could give some consideration
to finding an alternative site and/or offset the $9,OOD. the Town
presently spends to use the Eubanks Landfill.
The Boards decided to think about the discussion tonight and re-
turn to it later.
Agenda Item 2: Joint Planning
C:+rranissioner Barnes noted that Orange County a~as presently under
a joint planning agreement with the Towns.. of Chapel Hi11 and Carrboro
and •the three entities were planning. However, Orange County had not
explored that possibility ti~rith Hillsborough. Mr. Polatty outlined some
reasons why Hillsborough and Orange County should perhaps consider joint
planning: Growth around Hillsborough;
Water and sewer service
Kinds of roads permitted
Mobile Homes
Water quality/supply.
The Orange County Board of Commissioners instructed the Clerk and
Planning Director to get copies of the Joint Planning Agreement signed
by Orange County and the Towns of Chapel Hill and Carrboro and the
schedule of meetings for the Joint Planning Committee and Minutes of
those meetings far the Town of Hillsborough.
Commissioner Smith suggested the need to examine the extraterri-
torial mile limits for possible future Community development grants.
Commissioner Johnson suggested the County look to the south of Highway
70 for housing. Sites.
Commissioner Whitted told the Board of Commissioners for Hillsborough
he felt very uncomfortable reviewing subdivisions which were within
the extraterritorial limits of Hillsborough. There was the problem -
of knowing what the standards for roads and easement placements were
for the Town of Hillsborough.
Commissioner Barnes suggested the Boards think about the topics
discussed tonight and have another meeting for further imput. She
thanked the Hoards. far their attendance and hearing nn ol~i2ctians de-
clared the meeting adjourned.
