To amend the Orange Count Classification and Pay Plan to reflect the addition of

Food Service Coordinator classification; the upgrade of the Transportation Assistant
Administrator; and deletion of the Transportation Specialist classification.
BACKGROUND: Section 5.1 of Article VI of the Orange County Personnel Ordinance provides
that the Board of County Commissioners adopts the position classification plan and approves
any amendment to:
• Add or delete a Class;
• Change the title of an existing class; or
• Revise the salary grade of an established class.

The Transportation Specialist classification was responsible for the Department's

Work program. This program was terminated June 30, 2009.
This .75 FTE position is responsible for ensuring he food service meets the
g nutritional
guidelines set forth by the North Carolina Division of Aging and Adult Services and the kitchen
maintains cleanliness set forth by the Orange County Health Department. Additionally this
position is responsible for completing the required paperwork needed to receive funds from the
federal grant.
Transportation Assistant Administrator Position 407
The Department also requests that BOCC modify the Transportation Assistant Administrator
for
grade 12 to grade 15. This request is a result of realignment of functions retirement and

change in responsibilities. The Transportation Assistant Administrator now p rovides technical
and operations oversight for the transportation division. This includes 15 transportation drivers
and 1 administrative assistant. In reviewing similar transit positions at Triangle Transit and with
the Town of Chapel Hill, the position is under the salary range for hiring nd retention. The

and assists with budgeting, planning and federal compliance for all safe mandates. These

positions are more parallel than different and the gap between the two does not factor internal
equity in terms of roles and responsibilities. Additionally, other positions in County's grade 15
directly supervise on average 1-6 employees.
FINANCIAL IMPACT: The reclassification of the Transportation Specialist will result in a cost
savings of $'15,559. The federal/state grant funds 100% of the Food Service Coordinator
position and has been included in the departmental appropriations in the BOCC approved
budget for FY 2009-10.
The reclassification of Transportation Assistant Administrator from ade 12 to grade 15 will

result in a cost of $6,599. Seventy-five percent of the Transportation Assistant Administrator
position is funded through federal funds. The department will fund the additional cost through
the current budget.

CLASS TITLE: FOOD SERVICES COORDINATOR
DEPARTMENT ON AGING
GENERAL STATEMENT OF JOB
Under general supervision, performs administrative work in planning, managing, and
implementing food,'nutritional and educational programs for the senior citizens of Orange County.
Work involves developing, organizing, promoting and supervising the responsibility for the day-to-
day operations the meal program for older adults in orange County. Works to ensure that
Departmental and Senior Center Program Division goals are met. Reports to the Senior Centers
Administrator.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
Supervises food services program volunteers which involves such duties as instructing on
adherence to sanitation regulations and program standards, assigning work and reviewing
performance, constructive problem-solving, recruiting, selecting, assigning and evaluating program
volunteers.
Develops, organizes, promotes, and directs the food services program to meet the needs of older
adults in Orange County; motivates and encourages participation in available senior center
programming and services.
Oversees the management of the food services program including day to day operations, facility
management, completing required reports, problem solving and meeting the public on a daily
basis
Coordinate daily with caterer, placing meal orders for the next day in accordance with the

predetermined budget, and providing feedback on current day's menu.
Ensure compliance with the NC Health Department, sanitation guidelines and federal/state
regulations.
Orders supplies and monitors inventory at both facilities
Maintains required records and submits reports to orange County, the NC Division of Aging and
Adult Services (NCDAAS) and other funders that determine financial reimbursement.
Develop and coordinate specific food and nutrition service trainings and events for program
employees, participants and volunteers, as needed.
Administers the Senior Farmers Market Voucher Program and other special initiatives, as
required

Under limited supervision, performs administrative and supervisory work in assisting with the

scheduling, services, and fleet management. Work involves supervising assigned staff, preparing
daily schedules for all activities within the department; planning and contracting all transportation
services with area Human Service Agencies and private organizations in orange County;
preparing daily, weekly, and monthly reports and attending departmental/divisional/board
meetings reporting monthly to active members; assisting with the completion of Community
Transportation Plan grant application, Rural Operating Assistance Program grant applications,
and the Capitol Improvement Plan; assisting with development of new/expansion routes and long-
range planning; serving as the network administrator for the Computerized Transportation
System; and representing orange Public Transportation at local, State, and Federal levels.

Supervises department employees which involves such duties as instructing, assigning and
reviewing work, maintaining standards, acting on employee problems, selecting new employees,

increases.
Plans and coordinates daily transportation for citizens of orange County; compiles, reviews, and
verifies all transit services provided to agencies, Department of Social Service clients,
Department on Aging clients, Health Department clients, private non-profit agencies, and private
citizens; prepares contracts for agencies for orange Public Transportation services.
Prepares daily schedule and drivers' manifests to ensure all transportation requests are met;
verifies the daily activity of all drivers and Administrative Assistant.
Supervises, schedules, and directs all drivers throughout their daily assignments; provides
guidance and information on client's addresses and destinations to various medical facilities,
educational' facilities, businesses, and other locations in orange, Durham, Caswell, and
Alamance counties.
Serves as Vehicle Maintenance Administrator for the department; administers up-to-date and
precise maintenance and inspections records on the entire fleet of vehicles; schedules routine
and emergency maintenance on a weekly basis to ensure all vehicles are operating in a safe
manner.
