ORANGE COUNTY BOARp OF COMMTSSTONERS
MARCH 16, 1981
The Orange County Board of Commissioner met in a special session .
on March 16, 1981, at 7:3O.P.M. in the Conmrissioners' Room, Orange
County Courthouse, Hillsborough, North Carolina.

missioners Norman Gustaveson, Richard Whitted and pon Willhoit {who
arrived late).
Commissioners absent: Commissioner Norman Walker.
The purpose of the meeting was a corrt~inued work session an the pro-
posed Land Use Plan. - ..
Mr. Luce of the planning staff,,'conL~inued the presentation to tl7e
Board by "township.
The Board expressed regret that the Advisory Councils in the re-
spective Townships had not been more active in preparing this Land
11se Plan. Mr. polatty, Planning pi rector, said activity had begun
within the Townships but people had stopped attending the planning
sessions.
Commissioner Barnes said the Board «ceded to decide tonight. ors f:wa
issues on which the Commissioners differed with the Planning Board:
1) whether or not to extend zoning into Cheeks 'township at the same
time all other unincorporated areas of the County are zoned; and, 2)
whether membership on the Planning Board will be open to all citizens
in the County, including those in the municipalities,.and number of
such members.
Mr. Polatty said the Zoning Ordinance was comprehensive and to in-
clude Cheeks Township or to exclude it would be no problem for the
planning staff. A decision was deferred until the arrival of Commissioner
Willhoit.
The Board directed the planning staff to follow the Board of Com-
missione r ' recommendation that membership on the Planning Board be
open to all persons living within the County with one member from each
Tavrnship and the total number of members on the Planning Board at

5. Commissioner Willhoit arrived and the Board resumed discussion on
6. the question of whether or not to include Cheeks Township within the
7. zoning ordinance at the same time the other townships are included.
8. Commissioner Willhoit felt strongly that all should be zoned at -
9. the same time. Other Members expressed the opinion that perhaps -___
1Q. Cheeks could be excluded now-.without negative impact on the zoning
11., .ordinance and reconsidered at a later time.
12.. After extended discussion the Board expressed a consensus that
7.3• Cheeks Township should be excluded from the Zoning Ordinance but in-
1L}. eluded in the Land Use Plan to indicate the direction of zoning in
].5. that Township.•The Board said it would finish review of the Townships later.

Mr. Luce explained the Land Use..=lNap.and Category Matrix; he

18. pointed out that all the Advisory. Councils. had approved the plan
and activity nodes as shown on the Land Use Map.
