MINUTES
FEBRUARY 26, 1981
The Orange County Board of Commissioners met in special session
'-• on February 26, 1981, at 7:30 P.M., in the Commissioners` Raam, Orange
_.._ County Courthouse, Hillsborough,. North Carolina.
Commissioners present: Commissioner Anne Barnes, Chair, and Com-
missioners Norman Walker, Richard Whined and Oon Willhait.
Commissioners absent: Commissioner Norman Gustaveson. ~ _
Commissioner Barnes presided over the meeting which was to continue
work on the Land Use Plan on under consideration by the County .and an
executive session on personnel. The Board continued where it had left
off on February 16, 1981.
Goal 9:
Commissioner Barnes asked Mr. Polatty what the status of the .]Dint
Planning Agreement was at present; he replied that Chapel Hi11 and
Carrbaro had passed it while OWASA's attorneys had it under scrutiny:

The Board gave no direction on this goal.
Goal 11:
The Board directed the planning staff to delete the reference to
State Legislation and to check to see what the barriers referred to in
this goal might be according to State Statutes.
Goal 12:
Mr. Polatty said they had deleted reference to a specific airport
in section 12.5. The Board expressed a consensus that Planning change
i section 12.6 to require that DOT do the reassessment on the proposed I-4D.

The Board directed the planning staff to remove "very large subdivision"
and indicated that it should use whatever code Orange County uses when it
refers to subdivisions.

Commissioner Whitted suggested that this goal did not belong in a land

Mr. Polatty said the Conceptual Framework and Land Use Districts
sections were unchanged; however, Rural Industrial Activity node was
missing from page 19 and page 23 had somehow been misplaced during
the xeroxing process.
Commissioner Whitted said the word "proposed" should tie added
proceeding 01Y-40" wherever it appears, in the Township Components.
Ms. Susan Smith of the planning staff passed out a memo (see page
of this book) detailing the changes in the Township land Use Components..
Commissioner Whitted said that in the interest of energy conser- ~-
-vation, an activity node should not be deleted simply because a:business
formerly located in that node closed down. He recommended the planning
staff place activity nodes at the appropriate locations an the map so
as to encourage development at those points, whenever convenient.
Commissioner Whitted asked that page 96, the 5th complete line from the
bottom, should be amended to indicate "The designation of a water reservoir
on Cane Creek by OWASA has created...."
The Board set March 16th, 7:30 P.M. as a work session to continue
the Township Components, Cedar Creek being complete!,. The Board asked
staff to research a rezoning request it granted in the early 70's in
Little River Township.
Commissioner Whitted moved that the Board convene in executive session; --
Commissioner Willhoit seconded the motion. Vote: ayes, 4; noes; 0
