ORANGE.GOUNTY BOARD OF COMMISSIONERS
FEBRUARY 16,.1981

The Orange County Board of Commissioners met in special session
on February 16, 1981, at 7:30 P.M., in the Commissioners' Room, Orange
County Courthouse, Hillsborough, North Carolina.
Commissioners present: Commissioner Anne Barnes, Chair, and Com-
missioners Norman Gustavesan, Norman Walker, Richard Whitted and pon
Willhoit.
Commissioner Barnes called the meeting to order, the purpose of
which was to continue work on the Land Use Plan. Mr. Po1a1;ty, Planning
Director, made the presentation fohrthe planning staff, reviewing the
different sections of the Land Use-P.lan now under consideration by Orange
County. ,-
Commissioner Barnes suggested the. Board and staff look at the goals
contained within the Land Use P1 an in light of the Proposed Zoning Ordinance
and. Subdivision Regulations: (Fora copy of the LUP see page of this book) =~
Goal 1:
Mr. Polatty said that at present Orange County does not have a Historical
Ordinance nor does it have a required Environme~ltal Impact Statement for
developers, The Board gave planning staff no directions.
Goal 2:
The Board gave no direction on this goal.
Goal 3:
The Board gave no directions on this goal.
Goal 4:
The Board gave no directions on this goal.
~ Goal 5:
Commissioner Barnes indicated that 5.3 was an uneconomical use of land.
i She said cluster development might be a better approach for maximum use of
land and that sufficient incentive did not exist which would direct growth
in new directions.

Goal 6:
The Board asked planning staff if it had examined potential indust-
rial sites other than those mentioned. The staff replied no that it look-
ed only at active nodes. The Board indicated interest in preserving water
quality along the US 7D--I-85 corridor in reference to encouraging or
.discouraging development along that route. Mr. Polatty said in general
the planning staff had followed existing/historical patterns in determining
these industrial nodes.
Commissioner Whitted said there had been a rezoning request. before the
Board in the early 7D's in Eno Township which had been granted and said it
should be on the Land Use Map,shouldn't it? Planning staff was not aware
of that rezoning request. - ~
The Board said they would return to this goal and its effects at a "
later time.
Goal 7:
The Board gave planning staff no direction on this goal.
Goal 8:
Commissioner Barnes suggested the idea of requiring developers to _
set aside land for low income housing in order to encourage a better mix
of housing. Commissioner Gustavesan commented that incentives should 6e
included to encourage developers to set aside land for low income housing
but he didn't think it could be required. -
Commissioner Willhoit asked planning staff to get some idea of what
other states are doing along these lines.
Commissioner Barnes declared the meeting adjourned and said the Board
would begin discussion with Goal 9.
