MINUTES
ORANGE COUNTY BOA 28,RF1COMMISSIONERS
The Orange County Board of Commissioners met in special session on
Thursday, August 28, 1980, at 7:30 p.m., in the Board Room, of the Lincoln
Center, Merritt Mill Road, in Chapel Hill, North Carolina.
The purpose of the meeting was to have a joint work session
with the Steering Committee of the Human Services Advisory Committee.
Commissioners present: Commissioner Richard Whitted, Chairman,
and Commissioners Norman Gustaveson and Anne Barnes. Commissioners
Don Willhoit and Norman Walker were absent.
Human Services Advisory Commission members present:
Ms. Peggy Pollitzer, Chairperson, and Ted Parrish, Jerry Passmore,
Jerry Robinson, Mary McAllister, Dick Taylor, Tom Ward, Bill Baxter,
Bill Woodward and Dave Kiel.
Chairman Whitted called the meeting to order and turned
the meeting over to Ms. Pollitzer, Chairperson of HSAC.
Mr. Bill Baxter reviewed plans for the Human Services Conference
to be held November 7th and 8th at the Human Services Center in Hillsborough.
He also discussed the agenda for the conference as well as costs involved
for consultants, registration, food and duplicating.
Ms. Pollitzer said the HSAC Steering Committee recommended
the Board of Commissioners fund Dr. Dave Kiel and Dr. Bill Woodward as
consultants for the conference as outlined in their contract.
Commissioner Gustaveson moved, seconded by Commissioner Barnes, to
approve the Consulting Agreement between Bill Woodward and Dave Kiel
of Psychology Associates and Orange County. Vote: ayes, 3; noes, 0.

Dr. Woodward reported HSAC evaluation problems and progress.
General discussion followed concerning what the Commissioners
expected of the Human Services Advisory Commission in the future.
Dr. Parrish explained how funds donated by the State could be
used for the conference.
There being no further business, the meeting was adjourned.
