MINUTES
ORANGE COUNTY BOARD OF COMMISSIONERS
JUNE 13, 1980
The Orange County Board of Commissioners met in special session
on Friday, June 13, 1980, at 6:00 p.m., in the Commissioners Room,
Orange County Courthouse, in Hillsborough,. North Carolina.
Commissioners present: Commissioner Richard Whitted, Chairman,
and Commissioners Norman Walker, Norman Gustaveson, Anne Barnes,
and Don Willhoit. ,
The purpose of the meeting was to review the human services
section of the proposed 1980-81 county budget.
The Chairman recognized Mr. Jerry Robinson, Director of Orange
County Health Department. Mr. Robinson reviewed certain items in
the Health Department's revised budget proposal, discussed fees
recommended by the Health Board and commented about the Women's
Health Counseling Service.
Commissioner Gustaveson moved, seconded by Commissioner Barnes,
to give provisional approval of the revised budget recommended by
the Board of Health. Vote: ayes, 5; noes, 0.
Mr. Sandy Davison, Chairman, Orange County Library Board of
Trustees, and Mr. Cecil Sanford, Jr., member, Orange County Library
Board of Trustees, and Mr. Lloyd Osterman, Director, Orange County
Library,explained certain items requested in the library's budget
f proposal.
` Ms. Mary Boone, Director, Chapel Hill Public Library, reviewed

Chapel Hill Library's budget requests.
r Mr. James Brittain, Administrative Assistant, reviewed certain
items in JOCCA's proposed budget for 1980-81. Mr. Wes Hare, Director,

E answered questions concerning JOCCA's budget proposal and submitted
a letter endorsing the North Orange Improvement Club.
Mr. George Corbett spoke on behalf of North Orange Improvement
Club,which provides career education for youth, and requested $800
for supplies and $1,200 for transportation.
The Chairman called for a 5 minute break. After the break,
the Chairman recognized Mr. Bill Baxter, Director, Orange-Person-
Chatham Mental Health Center. Mr. Baxter reviewed certain elements
of the proposed Mental Health budget and commented on Helpline,.
Coalition for Battered Women and Rape Crisis Center. Dr. Hank
Magestic requested the Board consider funding for the Phillips Project. f
The Chairman then recognized Mr. Wilson McKerrow, Chairman,

Council on Aging, Inc. Mr. McKerrow and Mr. Jerry Passmore, Director,
Council on Aging, Inc.., reviewed certain items in the Council's proposed.
budget for 1980-81.
;. The Chairman recognized Mr. Tom Ward, Director, Social Services
Department. Mr. Ward reviewed certain items proposed in the
budget for the Social Services Department.
There being no further business to come before the Board,
Commissioner Barnes moved, seconded by Commissioner Whitted, that
the meeting be adjourned. Vote: ayes, 5; noes, 0.
