ORANGE COUNTY BOARD OF COMMISSIONERS
JUNE 11, 1980
The Orange County Board of Commissioners met in special
session on Wednesday, June 11, 1980, at 7:30 p.m., in the Board Room,
Lincoln Center, Merritt Mill Road, in Chapel Hill, North Carolina.
Commissioners present: Commissioner Richard Whitted, Chairman,
and Commissioners Norman Walker, Norman Gustaveson, Don Willhoit and
Anne Barnes.
The purpose of the meeting was to review the Chapel Hill
Carrboro Schools and selected human service agencies budget requests.
Agenda Item 2: Summer Camp Scholarships
Mr. Joe Bradshaw reviewed cost and enrollment figures
for summer camps sponsored by Chapel Hill and Carrboro Recreation Departments
and by Chapel Hill-Carrboro Schools for 1980.
Commissioner Barnes moved to appropriate $4,000 to be used
this summer for county-wide AFDC scholarships to be awarded on a per

child basis based on the actual cost of sending a child to summer
camp and that the availability of scholarships be advertised so
that interested families could apply through the Social Services
Department and, further, that Joe Bradshaw negotiate with the

three parties involved in the summer camp programs concerning
their accommodating the AFDC scholarships.
Motion died for lack of a second.
Commissioner Willhoit moved, seconded by Commissioner
Barnes, to provide $20 per week for each AFDC child, not to exceed
$8,000, out of 1980-81 budget, which would enable 40 children to
attend the Orange County school 's summer camp program.
Commissioner Barnes withdrew her second. Commissioner
Willhoit amended the motion to state scholarships would be available
county-wide rather than limited to Orange County school 's camp. Commissioner
Barnes seconded the amended motion. Vote: ayes, Commissioners Barnes,
Whitted, and Willhoit; noes, Commissioners Walker and Gustaveson.
The Board suggested Department of Social Services review applicatior-
to determine eligibility and,when applications are certified, communicate
this information to units providing summer camp programs.
Agenda Item 3: Chapel Hill-Carrboro Schools Budget Review
Mrs. Phyllis Sockwell, Chairperson of the Chapel Hill-Carrboro
School Board, reviewed some current and capital needs for the schools
and explained the effects of budget cuts and supplemental tax. She
also responded to the Commissioners' correspondence regarding salaries
for members of the school board.
Thereafter, Dr. Robert Hanes and Mrs. Carolyn Freeman reviewed
Chapel Hill-Carrboro Schools proposed 1980 budget. School Board member
Ed Caldwell commented about inadequate funding for mandated programs.
- Marjorie Hill. raised a question about locally paid teaching
positions.
y Dr. Hanes requested the Commissioners supply the schools
with a written communication establishing what is approved in the
final budget.
Mrs. Sockwell requested the Commissioners clarify their
position on the Chapel Hill-Carrboro Schools request for $36,360
capital expenditure for improvements to the high school's baseball field.
Commissioner Willhoit moved, seconded by Commissioner Barnes, to
transfer $36,360 from capital improvements to the Chapel Hill-Carrboro
Schools and to reduce the Chanel Hi11=Carrboro Schools' 1980-81 capital
budget by $36,360. Vote: ayes, 5; noes, 0.
The Chairman introduced Mr. Ed Regan,-North,Carolina Association

of County Commissioners Fiscal Analyst, who was 'present to observe particular
problems County Commissioners must face during budget deliberations.
The Chairman then called for a 10 minute break.
Agenda Item 4: Human Service Agencies Budget Review
The Chairman recognized Ms. Lisa Lind, representing ABE/GED
program, who requested the Board consider a request for $3,600 to cover
costs of renting space for the adult basic education program from
July 1, 1980 through July 1, 1981. Mr. Cliff Hood, representing
Durham Technical Institute, spoke in favor of this request.

The Chairman recognized Mr. Jacques Menache, Director of
the Art School, who requested the Board consider funding 1/3 of the
rent (approximately $4,000) to this non-profit organization dedicated
to promotion of the arts.
Mrs. Claire Millar, Chairperson of the Board of Directors
of the Womens Center, spoke on behalf of Women's Health Counseling
Service, Coalition for Battered Women and Rape Crisis Center.

Ms'. Janet Mason, member of the Steering Committee of
the Orange/Durham=Coalition for Battered Women, requested the Board
consider funding $5,425 to the Coalition which serves victims of
domestic violence.
Mr. Sam Gainor, volunteer and member of the Board of Directors
of the Chapel Hill-Carrboro Rape Crisis.Center, requested the Board
consider funding $8,514 to the Rape Crisis Center which provides information
and support to victims and families of sexual assualt.
Ms. Kathy Reese, spoke on behalf of Women's Health Counseling
Service, requesting the Commissioners consider funding $13,700 to
Women's Health Counseling Service, which provides counseling, information/
referrals and education concerning women's health to teenagers, men and

women.
There being no further business, Commissioner Willhoit moved,

seconded by Commissioner Barnes, that the meeting be adjourned.
