Tax Administration Organization Chart INFORMATION CONTACT: Michael McGinnis, Human Resources Director, 245-2552 Allison Newcomer, Classification and Pay Manager, 245-2555 Jo Roberson, Tax Administrator, 245-2727 PURPOSE: To amend the Orange County Classification and Pay Plan to reflect a change in title and revise the salary grade to the Deputy Revenue Director classification. BACKGROUND: Section 5.1 of Article VI of the Orange County Personnel Ordinance provides that the Board of County Commissioners adopts the position classification plan and approves any amendment to: Add or delete a class; Change the title of an existing class; or Revise the salary grade of an established class. In September 2009, the Board approved staffs efforts to consolidate the Revenue Department and Tax Assessor's Office. Benefits of this consolidation include greater staff flexibility, particularly relevant during peak seasons, as well as enhanced customer service to the public. In October 2009, the Board received a timeline for consolidating the department, which included the need to review and reclassify some positions affected by the reorganization. In January 2010 the Revenue and Tax Assessor departments were consolidated to the Tax Administration Department. The Revenue DirectorlTax Collector classification was reclassified to reflect the duties of both the Tax Collector and Tax Assessor, and the classification title changed to Tax Administrator. Consistent with the timeline, in December 2009, positions in the Revenue Department and Tax Assessor's Office were reviewed to identify any changes in responsibilities due to the reorganization. The Deputy Revenue Director classification was identified as having an increased level of responsibility resulting in a need to revise the salary grade and making a change in the position title. The Tax Assessor classification was identified as needing to be reclassified to a Revaluation Manager. 2 Deputy Revenue Director Revise the salary grade As the Revenue Director/Tax Collector classification was reclassified to reflect the additional functions and oversight of the Tax Assessor position, many revenue specific duties were transferred to the Deputy Revenue Director. These additional duties include the oversight and accountability for the full value assessment and billing of register motor vehicles, oversight and responsibility for- the billing and collection of emergency management, including ambulance billing, fire inspections, and special contracts. These additional duties coupled with the position's current responsibilities for coordinating the collection of tax revenue makes this position responsible for collection of all County revenue. Change title of an existing class In January 2010, the Revenue Director/Tax Collector title was retitled to Tax Administrator, making the title Deputy Revenue Director no longer consistent with the department's direction. Reviewing the position's responsibilities for collecting multiple revenue streams including tax collection, EMS billing, 3R services, and registered motor vehicles, Revenue Collections Manager is determined to be the most descriptive title. The title Revenue Collections Manager is also consistent with other jurisdictions. Tax Assessor In January 2010 the Revenue Director/Tax Collector classification was reclassified to reflect the duties of both the Tax Collector and Tax Assessor, and the classification title changed to Tax Administrator. The previous Tax Assessor maintained responsibility to overseeing the Tax Assessor's Office and conducting the County's in-house revaluation of all real property. The reorganization identified the need to have a position responsible for this task other than the Tax Administrator. This position will be responsible for the County's revaluation process as well as processing appeals supporting the Board of Equalization and Review. The Tax Assessor (Grade 29) is recommended to be reclassified to Revaluation Manager (Grade 19). FINANCIAL IMPACT: The chart below outlines the difference between the first quarter salaries for each reclassification. Funding for the salary increase associated with the proposed reclassification will come from existing departmental appropriations in the FY 2009-10 budget. There is no additional funding required for the proposed reclassification of the position. Work involves collecting and recording payment of all accounts assigned to the department; directing the collection of Ad Valorem property tax for Orange County, municipalities, fire districts, Chapel Hill Special School District tax, and Downtown Revitalization District tax assigned; handling the responsibility for the assessment of value, value appeals, billing and collecting all registered motor vehicles assigned to the County; collecting Emergency Management charges including but not limited to ambulance billing, -fire inspections, special contracts, etc.; billing and collecting other revenue assigned such as special fees assessed, beverage licenses, gross rental vehicle tax, the collection of return checks, and acting as central depository and distribution point of revenues for the County as a whole; and assuring the highest quality customer service to the resident of Orange County. Reports to the Tax Administrator. SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS Supervise revenue division employees which involve such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases. Direct the activities of the revenue division in the receiving and accounting for all real and personal property tax and other revenue. Oversee the activities involved in the pricing, billing, adjustment and collection in relation to registered vehicles. Interpret and explain laws and Federal and State statue governing the appraisal, billing and collection of each revenue stream. Supervise and participate in the collection of delinquent accounts owed to Orange County. Oversee the billing activities involving ambulance services, fire inspections, hazmat billing, and special contract events. 3 ©Archer Company 2008 4 REVENUE COLLECTIONS MANAGER Assists staff in dealing with difficult and irate individuals to assure a timely resolution. Participates with Tax Administrator in the development and implementation of new policies and procedures for the office; performs problem solving. Answer taxpayer questions regarding tax law and the policies and procedures of Orange County. Collects delinquent real estate, personal, and registered motor vehicle property taxes within the limits of North Carolina and Federal laws; makes personal contact with taxpayers, attorneys, mortgage lenders, etc. in the office, on the telephone, and in the field; uses all legal remedies including bank attachments, wage garnishments, rent attachments, sheriff levies, etc. Pursue business account collections, including tracking the opening and closing of businesses to protect the interest of Orange County and Towns of Carrboro, Chapel Hill, and Hillsborough. Oversees and administers the Debt Set-Off program; maintains database; posts payments from matches with the State; oversees and administers the Bank Draft Program and County Employee Payroll Deductions Program; posts bank draft payments. Calculates and sets up prepayment estimates before the tax bills are created; works out payment schedules. Assists with office budget process; assesses needs for staff and department. Conduct annual audits of daily operations regarding the collection and reconciling of funds in various County departments. Receives and/or reviews various records and reports such as reports of delinquent taxpayers, social security numbers, addresses and telephone numbers, employment and bank account information, liens on property, and emergency medical service records from trip tickets. Prepares and/or processes various records and reports such as notices of attachment and garnishment, Sheriff levies, certified letters, debt setoff notices, and letters to taxpayers and/or lenders. Refers to Machinery Act of North Carolina, Rate Code and 3R Fee Rate sheets, monthly reports of Institute of Government, legislative updates through ptax, Register of Deeds and Vital Records, policy and procedure manuals, codes /laws /regulations, publications and reference texts, etc. Operates a variety of office equipment and machinery such as printer, calculator, copier, telephone, fax machine, personal computer, etc. Uses a variety of tools such as stapler, staple remover, ruler, etc.; a variety of supplies such as paper, writing instruments, folders, three ring binder, large desk calendar, general office supplies, etc.; and a variety of computer software such as Tax software, Microsoft Excel, Microsoft Word, FTP, Ailis AmCad, etc. Interacts and communicates with various groups and individuals such as Tax Administrator, staff from Land Records and Assessor's offices, staff from Tax Administration office, staff in other County Departments, attorneys, paralegals, loan officers, taxpayers, and the general public. ©Archer Company 2008 2 5 REVENUE COLLECTIONS MANAGER ADDITIONAL JOB FUNCTIONS Serves as backup to Webmaster; makes changes or updates to website when needed. Fills in as cashier to enable staff to attend meetings, training, etc. Performs various administrative tasks as required, including preparing reports and correspondence, entering and retrieving computer data, copying and filing documents, reviewing professional journals, returning telephone calls, attending and conducting meetings, answering the telephone, etc. Performs other related work as required. MINIMUM TRAINING AND EXPERIENCE Requires any combination of education and experience equivalent to a Bachelor's Degree in business administration, accounting or a related field and three to five years of experience in tax assessment, appraisal or collections. Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. Must be certified as a Deputy Tax Collector. MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS Physical Requirements: Must by physically able to operate a variety of automated office machines and equipment, which includes a computer, typewriter, printer, computer assisted multi- line telephone system, copier, etc. Must be able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Work involves the creation of revaluation schedules of values and applying these countywide fairly and equitably, maintaining sales data, assisting taxpayers with the resolution of complex revaluation issues; listening to and deciding informal appeals; providing expert testimony before the Board of Equalization and Review and Property Tax Commission; reviewing data collected by appraisers for accuracy and ensuring that the properties are appraised at fair market value. SPECIFIC DUTIES AND RESPONSIBILITIES ESSENTIAL JOB FUNCTIONS Supervises and directs all aspects of the countywide revaluation. Develops and applies all schedule of values toward establishment of fair and equitable valuations of all real estate at statutory levels of assessment. Supervises department employees involved in revaluation and in daily appraisal activities. Such duties involve instructing, assigning and reviewing work, maintaining standards, assisting in the selection of revaluation employees, appraising revaluation related performance, recommending promotions. Assists taxpayers with the resolution of valuation issues. Responsible for the complete and proper preparation of all documents for the Board of Equalization and Review; BOER schedules, BOER agendas. Defends county real property values before the Board of Equalization and Review and before the North Carolina Property Tax Commission. This involves closely working with the county attorney in preparing and presenting all cases before the Property Tax Commission.
