ORANGE COUNTY BOARD OF COMMISSIONERS
APRIL 15, 1980
The Orange County Board of Commissioners met in regular session
at 7:30 p.m., on Tuesday, April 15, 1980, in the Superior Court Room,
Orange County Courthouse, in Hillsborough, North Ca.olina.
i The purpose of the meeting was to conduct a public hearing to
receive the Department of Transportation's proposed secondary road
improvement plan for fiscal year 1980-81.
Commissioners present: Commissioner Richard Whitted, Chairman,
and Commissioners Norman Walker, Norman Gustaveson, Anne Barnes
and Don Willhoit.

The Chairman recognized Mr. Mike Flemming, member of the NC
i Board of Transportation from this district. Mr. Flemming welcomed
s persons in the audience to the public hearing. He introduced Ms. Little,
member NC Board of Transportation, Mr. John Watkins, Engineer-District 7,
and Mr. Sam Jones, District Engineer. Mr. Flemming then briefly reviewed
the road program since 1977. He said $474,214 had been allocated to
Orange County for its 1980-81 secondary road program. For copy of

Mr. John Watkins reported on Orange County's 1979-80 road improvement
1 program and then reviewed the proposed 1980-81 program.
The Chairman then opened the floor to the public for comment.
A resident of State Road # 1320 asked when his road, which had been
approved for owner participatory paving, would be paved. DOT representatives
explained this particular project might move slowly since a railway
right-of-way would have to be acquired.
Mr. John Efland asked why the priority on road 1506 had been
changed.
Mr. Harry Inscoe asked the status of paving Little River Drive,
which had been approved for owner participatory paving. He asked
for a cost estimate for paving the project.
r Mr. William Locke expressed complete support on behalf of the
property owners on State Road # 1989 who all wished to participate in
F the owner participatory paving program. He said all property owners
r. had a cash payment for their portion of the paving costs.

Dr. Robert H. Frey requested the State give more maintenance attention
to Lystra Lane,71989. He also expressed his desire to see the .road paved
as soon as possible.
Mr. Roy McAdoo requested State Road Nos. 1313 and 1315 be reclassified
from subdivision streets to secondary roads.
Mr. Sim Efland also requested DOT Dave Road No. 1313, 1314, and 1315
and explained the problems residents were having with traffic from the
school. Mr. Efland also requested Road No. 1306 be given paving
consideration.
Ms. Carolyn Freeman submitted a petition requesting the Commissioners
appropriate additional funds for subdivision road projects. For copy

Ms. Mary Susan Davis-Gebhardt, resident of Wildcat Creek Subdivision,
asked questions concerning owner participatory paving and explained
the problems being experienced with poor drainage in Wildcat Creek.
Ms. Caroline Riley requested Road No. 1306 be paved. She said
the road is in desperate need of grading. She requested representatives
of DOT come take a look at the road.
An unidentified gentleman asked why Road No. 1306 had dropped
in the priority listing. He requested DOT grade the road.
Mr. Tom Helburn, resident of Wildcat Creek Subdivision, requested
DOT's assistance in patching his road.
Mr. John Watkins assured the residents of Wildcat Creek Subdivision
he would look into the matter.
Mr. Glen Corley, resident of Oak Hills Subdivision, asked when
participatory paving of Road 1835 would take place.
Robert Riley requested Road 1320 be paved as soon as possible.
Mr. Pickard, resident of Road 1306 said he paid a fee to the
developer to get his road paved when he bought his house but nothing was
ever done.
Commissioner Whitted expressed concern that the bulk of allocated
• money to Orange County went to strengthening roads instead of paving roads.

Mr. Sim Efland said he would like to see gas tax increased
with the money going to the highway department for road improvements.
Commissioner Whitted requested the Department of Transportation
consider reclassifying from subdivision to rural road for priority
paving Road Nos. 1313, 1314 and 1315.
Commissioner Willhoit asked why Lexington Circle was not improved
at the same time Lexington Road was improved.
There being no further business, the public hearing was adjourned.
The Chairman called for a 5 minute break. Commissioner Walker left
the meeting at this time. The Board of Commissioners meeting resumed.
Mr. Derryl Tucker approached the Board about a problem existing
in his neighborhood with junked cars and garbage. The Board acknowleded
his problem and referred the matter to the Health Department, the
County -Attorney and the Sheriff. The Board directed staff to make
a progress report on this matter at the next meeting.

Agenda Item 3: Western Ridge Subdivision
The Planning Director reviewed the preliminary plan of Western
Ridge Subdivision. Mr. Norman Block, Developer, spoke on behalf of
the subdivision.
Commissioner Gustaveson moved, seconded by Commissioner Barnes,
to approve the Planning Board's recommendation subject to one 50 foot
drainage easement and two 30 foot wide drainage easements as specified
by the Erosion Control Officer and the provision of driveway turnarounds.
Vote: ayes, 4; noes, 0.
Agenda Item 4: Appointment-Carrboro Board of Adjustment
Commissioner Willhoit moved, seconded by Commissioner Gustaveson,
to approve the Carrboro Board of Aldermen's request to appoint
i Ms. Margaret Brown to a two year term on the Carrboro Board of
Adjustment. Vote: ayes, 4; noes, 0.
There being no further business to come before the Board,

Commissioner Barnes moved, seconded by Commissioner Willhoit, that
the meeting be adjourned. Vote- ayes, 4; noes
