HomeMy WebLinkAboutMinutes - 19800219 MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS FEBRUARY 19, 1980 The Orange County Board of Commissioners met in regular session on Tuesday, February 19, 1980, at 7:30 p.m., in the Commissioners Room, Orange County Courthouse, in Hillsborough, North Carolina. Present: Commissioner Richard Whitted, Chairman, and Commissioners y Anne Barnes, Norman Gustaveson, Norman Walker and Don Willhoit. The Chairman welcomed Ms. Betty Thigpen, Orange County Recreation Department, and those persons participating in Youth Involvement Week. The Chairman said two items had been inadvertently left off of the agenda: A public hearing on revenue sharing bonds and the Health Board's request for approval of a family planning grant application. The Chairman called for a public hearing to convene concerning 1980-81 revenue sharing bonds. The Finance Officer gave a brief report. An unidentified woman asked the Finance Officer a question about the amount of the revenue bonds. There being no further comments, the Chairman declared the public hearing adjourned. Agenda Items 3 & 4: Liens on Unpaid Property.Taxes The Tax Collector reviewed his memorandum concerning unpaid property taxes as of January 1, 1980. For copy of this memorandum, see page 326 of this book. Commissioner Walker moved, seconded by Commissioner Gustaveson, to set June 2, 1980 as the date of the annual tax lien sale. Vote: ayes, 5; noes, 0. Agenda Item 5: IV�D Agent Commissioner Walker moved, seconded by Commissioner Willhoit, to designate the Director of Revenue as Orange County's IV-D Agent. Vote: ayes, 5; noes, 0. Agenda Item 7: Wild Turkey Trail Commissioner Willhoit moved, seconded by Commissioner Walker, to approve the Department of Transportation's recommendation to add Wild Turkey Trail to the State road system. Vote: ayes, 5; noes, 0. Agenda Item 8A: Appointments-Cable TV Citizens Advisory Committee Commissioner Barnes moved, seconded by Commissioner Willhoit, to appoint Amy Hardee, Route 3, Hillsborough, and Claire Millar, Route 3, . Hillsborough, to serve on the Orange County Cable TV Citizens Advisory Committee. Vote: ayes, 5; noes, 0. Commissioner Willhoit nominated Mr. Thomas Mason to serve on the Cable TV Citizens Advisory Committee. Commissioner Walker nominated Mr. Wilbur E. Wilson, Jr. Commissioner Walker moved, seconded by Commissioner Barnes, that nominations be closed. Vote: ayes, 5; noes, 0. Commissioner Gustaveson moved, seconded by Commissioner Barnes, to appoint Thomas Mason and Wilbur E. Wilson, Jr. to serve on the Orange County Cable TV Citizens Advisory Committee. Vote: ayes, 5; noes, 0. Agenda Item 88: Appointment-County Planning Board Commissioner Barnes nominated Ms. Claudine Harris, Eno Township, -to serve on the County Planning Board. There being no further nominations, Commissioner Barnes moved, seconded by Commissioner Willhoit, to appoint Claudine Harris to the County Planning Board. Vote: ayes, 5; noes, 0. Agenda Item 8C: Appointments Economic Develo ment Policy Advisory Committee The Chairman said that Robert Drakeford, Mayor of Carrboro, and John Gastineau, Chapel Hill-Carrboro Chamber of Commerce, had agreed to serve on the Triangle J Economic Development Policy Advisory Committee. He said the Chairman of the Industrial Facilities and Pollution Control Financing Authority had not yet submitted a lhominee for this Committee and that a Commissioner representative would need to be appointed. Commissioner Gustaveson moved, seconded by Commissioner Willhoit, to appoint Mayor Robert Drakeford, Mr. John Gastineau and Mr. Richard Whitted to the Triangle J Council of Governments a Economic Development Policy Advisory Committee. Vote: ayes, 5; noes, 0. Agenda Item 8D: Appointment-Energy Conservation Commission The Chairman announced Ms. Sondra Dennison had resigned from the Energy Conservation Commission, creating one vacancy on that Commission. Agenda Item 8E: Appointment-Commission For Women Commissioner Gustaveson nominated Ms. Betty Compton to serve on the Orange County Commission for Women. There being no further nominations, Commissioner Barnes moved, seconded by Commissioner Walker, to appoint Ms. Betty Compton to fill the current vacancy on the Orange County Commission for Women. Vote: ayes, 5; noes, 0. Agenda Item 8F: Appointments-JOCCA Board The Chairman announced the Chapel Hill-Carrboro School system had nominated Ms. Edith Elliott to serve on the JOCCA Board. Commissioner Willhoit moved, seconded by Commissioner Gustaveson, to confirm the appointment of Ms. Edith Elliott on the JOCCA Board. 6 Vote: ayes, 5; noes, 0. The Manager announced the Clerk to the Board had been incorrectly advised of the Orange County Board of Education's appointment to the JOCCA Board and that the Orange County Board of Education had nominated James Rae Freeland to serve as its representative on the JOCCA Board. Commissioner Gustaveson moved, seconded by Commissioner Barnes, to appoint James Rae Freeland to serve on the JOCCA Board. Vote: ayes, 5; noes, 0. Agenda Item 11: Family Planning Grant The Health Director gave a slide presentation on the County's F 'Family Planning Program. He then reviewed the program's budget. He said the Board of Health requested the Commissioners furnish the State of North Carolina a Family Planning Program Grant Application. Commissioner Willhoit moved, seconded by Commissioner Gustaveson, i to approve forwarding to the State of North Carolina the Family Planning Program budget as submitted by the Board of Health. Vote: ayes, 5; noes, 0. Agenda Item 6: Request for an Extension of Time- Northern Fairview Project The Planning Director reviewed a letter from Pridgen Consultants a. -3- - A x requesting the Board grant a 90-day extension of time to the contractor, Billings and Garrett, to complete the community development water and sewer project. For copy of this letter, see page 327 of'this book. Commissioner Gustaveson moved a budget amendment be prepared to transfer $30,000 from the Clean Water Bonds Grant to the Northern Fairview Community Development Project. Motion died for lack of a second. The Board requested an opportunity to discuss this item in further detail at the February 25th meeting. Horner, Director of Revenue SUBJECT: Tax Lien Sale for 1979 Taxes The Orange County Department of Revenue reports unpaid taxes as of Januarq 31, 1980. The following unpaid taxes are liens on real property for the year 1979. COUNTY $634,666.55 CHAPEL HILL $158,790.59 CARRBORO $ 40,670.97 s� HILLSBOROUGH $ 16,966.67 TOTAL $851,094,78 The Revenue Office recommends the Tax Lien Sale be held on the first Monday in June.
