ORANGE COUNTY BOARD OF COMMISSIONERS
SEPTEMBER 5, 1979
The Orange County Board of Commissioners and the Chapel Hill
Town Council met in special session on Wednesday, September 5,.1979,
at 7:30 p.m., in the Commissioners Room of the Orange County Courthouse,
in Hillsborough, North Carolina.
Commissioners present: Commissioner Richard Whitted, Chairman,
and Cammissioners Norman Walker, Norman Gustaveson and Don WiTlhoit.
Commissioner Anne Barnes was absent.
Chapel Hill Town Council Members present: Mr. R. D. Smith,
Mr. Gerald Cohen, Mr. Bill Thorpe, Mr. Jonathan Howes and Ms.
Marilyn Boulton:
Agenda Item I:. Discussion of An Issue Pa er Concernin
Joint P annin Areas
The Orange County Planning Director discussed briefly his
Issue Paper Concerning Joint Planning Areas. A general discussion
of joint planning followed.
It was the consensus of the Board of Commissioners and the Council
to reactivate a subcommittee that would meet periodically and make
recommendations to the Council and to the Board of Commissioners for
action.
Council Member Boulton moved, seconded by Council Member Howes,
to appoint a subcommittee of the original members of the ad hoc
committee, consisting of Jonathan Howes and Beverly Kawelec, and
two members of the Chapel 4i11 Planning Board, who will be selected
with the advice of the Chairman of the Chapel Hill Planning Board,
to meet as soon as possible and prior to the joint meeting of the
Chapel Mill Town Council and Drange County Board of Commissioners in
6D days. Vote: Unanimous
Commissioner Willhoit moved, secanded by Commissioner Gustaveson,
to appoint a subcommittee of Commissioner Anne Barnes and Commissioner
Norman Gustaveson and two.Planning Board members from Chapel Hill Township
to be selected after consulting with the Chairman of the Orange County
Planning Board. Vote: ayes, 4; noes, 0.

It was the consensus of the Board and Council to hold a joint
meeting in Chapel Hill at 7:30 p.m., November 13th, to be chaired
by the Mayor of Chapel Hill.
The Chapel Hill Council said it would like to discuss landfill
fees after recommendations are received from the Tawn Manager and
County Manager.
There was some discussion about the Housing Opportunities Program
and the new program policy review of CoG. There was no action taken
on these issues.
There being no further business, the meeting was adjourne .
