ORANGE COUNTY BOARD OF COMMISSIONERS
AUGUST 28, 1979
-- _ Ths Orange County Board of Commissioners met in special session
~ on Tuesday, August 28, 1979, at 7:30 p.m., in the Commissioners Room, of
. the Orange County Courthouse, in Hillsborough, North Carolina.
Commissioners present: Commissioner Richard Whitted, Chairman,
and Commissioners Norman Walker, Anne Barnes and Don Willhoit. Commissioner
Norman Gustaveson was absent.
The following items were added to the agenda:
Agenda Item 8: Discussion of Se tember 5th A enda
Agenda Item 9: Announcement
Agenda Item 3: Review by Department,,,of Transportation
Mr. Tom Hepler, Planner for the Department of Transportation,
introduced Mr. Jim Graham, Mr. Tom Peacock, Mr. Nate Wilson and Mr. Steve
Worth from the Department of Transportation. Mr. Hepler explained that
+' the Department of Transportation had proposed widening of 1-85 from
four to six lanes from Guilford County to the Orange-Durham County line,
a total length of 41 miles and a total cost of $129,000,OOp. He said
the Federal Highway Administration has approved the concept of widening
15 feet on the outside of the existing roadway establishing a 46 foot
median. He said the justification for widening was made on the basis
of traffic demand and continuity of the interstate. He presented maps
which showed the proposed changes to the interstate, interchanges and
some secondary roads. He estimated project completion date to be
fiscal year 1985. For copy of a map of the proposed project, see page 4 of
this book.
He announced there would be an open house on Thursday,
:.: October 4th from 2:00 to 4:00 and beginning again at 6:00 p.m., in the
~"~ Commissioners Room of the Orange County Courthouse to give the public
an opportunity to ask questions and to make comments about the project
which could be incorporated in the planning studies. He said a public
hearing on the project would probably be held in February to review
comments from state and federal agencies and the general public. He
said an environmental report and design hearing maps would be presented
at that time.

Agenda Item 4: Variance Re uested b Ton R. and
Patricia M. Watkins
The Planning Director explained the Watkins owned a .99 acre
tract (Tax map 1, block A, part of lot 12) and requested a variance from
having to upgrade their private road from Class "C" to Class "B" standards.
Commissioner Willhoit moved, seconded by Commissioner Barnes,
to accept the Planning Board's recommendation to grant a variance from
having to upgrade the private read from Class "C" to Class "B" private
road standards for the minor subdivision of Tony R. and Patricia M. Watkins.
Vote: ayes, 4; noes, 0.
Agenda Ttem 5: Plans far Count Jail
Mr. Joe Nassif, Architect, reviewed suggested plans far
improvements to the Orange County jail..
Agenda Item 7A: Appeal of Berini Erothers
Mr. Louis Berini, President of Berini Brothers Investment,
requested a reduction in his property tax assessment on a 49.5 acre
tract in Eno Township (Tax map 25, lat 54) located on US 70 and I-85.
Commissioner Whitted said the Board would take Mr. Berini's
appeal into consideration, consult with the Tax Supervisor and notify
Mr. Berini of the Board's decision within the next 30 days.
Agenda Item 7D: Appeal of OWASA
Mr. Claude Jones, Attorney far OWASA,requested relief from
discovery of property owned by OWASA in Chapel Hill Township .pursuant
to GS 105-275 and 162-87.
Commissioner Whitted said the Board would '
take OWASA's appeal Into consideration, consult with the County Attorney
and Tax Supervisor, and notify OWASA within 30 days of the Board's decision.
Agenda Item 7B: Appeal of Merrit Landers
Mr. Merrit Landers requested reduction of the property tax
assessment of his residence in Glen Heights (Tax map 29, block A, lot I2)
in Chapel Hill Township..
Commissioner Whitted said the Board would notify Mr. Landers
of its decision.

Commissioner Willhoit requested the staff notify Chapel Hi11
of the problems Mr. Landers was experiencing with duplicate house numbers
and of having a clinic located next to his residence.
Agenda Item 66: Tax Valuation of Mary Jones Walker
Commissioner Willhoit moved, seconded by Commissioner Barnes,
to accept the Tax Supervisor's recommendation to set $6p,300 as the
approved value of prgperty owned by Mary Jones Walker (Tax map 1, block C,
lot 32A). Vote: ayes, 4; noes, 0.
Agenda Item 6A: Tax Valuation~of Campus Christian Fellowship,
Commissioner Willhoit moved, seconded by Commissioner Barnes,
to approve the Tax Supervisor'; recommendation that certain real property at
204 Glenburnie, in Chapel Hill, owned by Campus Christian Fellowship,
be exempted from local property tax. Vote: ayes, 4; noes, 0.
Agenda Item 8: Discussion of September 5th,Agenda
The Chairman announced a joint meeting with Chapel Hill Town
Council would be he]d September 5, 1979, at 7:30 p.m., in the
Commissioners Room, Orange County Courthouse, in Hillsborough.
Commissioner Barnes suggested a letter be sent to the Mayor
and members of the Town Council suggesting discussion of the joint planning
issue paper prepared by County planning staff 6e on the agen~!a and, if time
permits, discussion of landfill fees and ask whether Chapel Hill has items
to add to the proposed agenda. It was the consensus of the Board that
the Chairman would send such a letter to the Mayor:
Agenda Item 9: Announcement
Commissioner Barnes announced the Mental Health Association
had invited Board members to participate in a pot luck to be held
September 19th at Hope Rice's at 311 Clayton Road, 6:30 p.m.
There being no further business, Commissioner Willhoit moved,
seconded by Commissioner Barnes, the meeting be adjourned. Vote: ayes, 4;
noes, 0.
