The Or~angc> County Gcard of Commissioners met in regular session on
Tuesday, August ?1, 1879, at 5:00 p.m., in the Commissioners Roon;, of.
the Orang: Count, Courthouse, in Hillsborough, North Carolina.
Commissioners present: Commissioner Richard 4lhitted, Chairn;ar,, and
Commissioners No;°man 4~alr:er,. Norman Gustaveson, Don lJillhoit and Anne Barnes.

i~1r. Randall llaugh notified thz Board of his resignation as Secretary
and member of the Hillsborough Tov;nship Advisory Council. He read his
letter of resignation addressed to Dr_ Sonar, Chairman, of the Plann•ina
Board, which sets forth his reasons for resigning. For copy of this letter,
see paye 593 of this book.
Mrs. Josephine Barbour expressed her concern over the lack of intensive
Cara ambulance service in northern Orange County.
Cominissionzr l•lillhoit requested this item be referred to tree staff or
to thz Chief of the Orange Corm ty Rescue Squad.
htr. ldilliam l•l. Barker requested the Board indorse. a petition
;.hat property owners along State Road 1127 had signed to request paring
of their road. For copy of said petition, see page 591. of thi book.
Commissioner Barnes moved, seconded by Commissioner !~lillhoit, that
the Board contact the Departm?nt of Transportation by leti:er stating
there is considerable question in the minds of the property owners as
to 1•rhether or not the paving status of 5R 1127 was checked recently,
enclosing a copy of the property n~•m ens' signed pet'i'tion; th_+t th•:~

Agenda Item 4: appointments
The Chairman announced the resignation or" Regina Noblitt, First
Alternate on the Board of Adjustment, creating ore vacancy on that Board.
He requested this position be advertised.
Agenda Item 5: Erasion Control Report
The Erosion Gantrol Officer reported t+lr. Jon S. Narder had brought
his prop~r•ty into compliance with the County's erosion control standards.
Agenda Item 6: Erosion Control Violation
~dr_ J. 'P. Gofiorth requested the Board reduce the civil penalty levied
for non-co~apliance with th4 County's erosion control ordinance for reasons
set forth in his letter of July 1F3, 1979. For copy of this letter, see
page 594 of this book-
Com;nissioner 3arnes restated the steps the Erosion Control Officer
had taken co assure that the property was brought rota compliance.

that the penalty levied against J. P. Goforth be reduced to SIDO.

' Agenda Item ?: Voting Equipment
The Secretary to the Board of Elections ~•ras present to request the Board
consider authorization of ttre use of punch-•card voting equipment in certain
precincts during the November 6, 1979 election.` The Board was provided a
detnonstratian of the punch-card voting equipment.
Commissioner Barnes moved, seconded by Commissioner ~i~itted, to

Agenda Item 3: Anncancements
The Chai•rnran announced SF1.4PE had invited th:' Board to a Green Grass
Festival to l.~e field Sept.emher 29th, from 11:00 a.m. to 5:00 p.m., at
Patterson's f~1i11 Country Store.
The Chairman announced a special meeting hG:d been set for August. 28, 1979,
at 7:30 p.rn., in the Commissioners meeting room, 'to hear representatives of
the L'epartrnent of Tran>5partation discuss certain improvements proposed to
I°85 betv;e2n E.flancl and Greensboro. He requested the Clerk notify Township
Advisory Councils, Planning Board and Soil and Water Censer°:.~ation D-istric%
of the special meeting and requested the following items be added to the
P,ugust 28th agenda: Report from architect, consideration of a minor subdivision,
and certain Board of Equalization and Re•~~~iew items- '
Agenda Item 9: giscussion of August 27 Public Hearing
t~lr. Lindsay Efland spoke in opposition to the Board going against ZOTAC's
recor7n,endation not to extend the zonir;g ordinance until all research is completed.
• The Eoar°d requested the follo~rring items be included an the August 27th
agenda: Progress report on land use plan, discussion of methods commonly
used in dialing with non-conforming uses when zoning ordinance is extended
into non-zoned areas, discussion of revisions to Sections 8.1.3, 9.1.2 and
15.7__3 of the County's Zoning Ordinance, discussion of goals as submitted
by Bingham and Hillsborough To:nship Advisory Councils, revie~rr of Hillsborough's
proposal for extraterritorial zoning, review of commercial ar.d industrial
- uses lying outside extraterr°itorial area and discussion cf revision of
Ser-ti~~~~ 12 of t'r:e County's Zoning Ordinance as it relates to t.hr. above-
men•ticned items.
