ORANGE COUNTY BOARD OF COMMISSIONERS
JULY 3, 1979
The Orange County Board of Commissioners met in special session with
the Chapel Hi-11 Town Council on Tuesday, July 3, 1979, at 4:00 p.m., in. the
Board Raam of the Municipal Building in Chapel Hill, North Carolina.
Commissioners present: Commissioner Richard Whitted, Chairman, and
Commissioners Norman Gustaveson, Anne Barnes and Don Willhoit. Commissioner
Norman Walker was absent.
Chapel Hill Town Council members present: Mayor James Wallace and
Council members R. D. Smith, W. Thorpe, B. Kawalec, G. Cohen, J. Howes and
M.- Boulton.
Agenda Item 4: Landfill Fees
It was the consensus of the Board of Commissioners and the Chapel Hill
Town Council, to request the Town Manager and County Manager prepare proposals
concerning the landfill and that the Board of Commissioners and Town Council
would then set a time to meet and discuss this issue.
Agenda Item 3: Resolution Concerning Extraterritorial
Planning Jurisdiction ~~ "`
The Chapel Hill Town Council unanimously rejected the County Commissioner's
Resolution of October 23, 1978 "Approving a Request Made by the Town of
Chapel Hill to Orange County for an Extension of Extraterritorial Planning
Jurisdiction".
Commissioner Willhoit moved, seconded by Commissioner Gustavesan,
to approve a Resolution Requesting and Approving an Extension of Extra-
territorial Planning Jurisdiction.
Vote: ayes, 4; noes, 0.

The Chapel Hi11 Town Council unanimously accepted this resolution.
Thereafter, the County Planning Director reviewed an issue paper
concerning joint planning areas.
The Board and Town Council set the next joint meeting to 6e held -
on Wednesday, September 5th, at 7:30 p.m., in the Orange County Courthouse,
