The Orange County Board of Commissioners met in special session on Wednesday, June 20, 1979, in the Commissioners Room, of the Orange County Courthouse, in Hillsborough, North Carolina. Commissioners present: Commissioner Richa~~d Whitted, Chairman, and Commissioners Anroe Barnes, Norman Gustaveson and Don Willhoit. Commissioner Walker was absent. The purpose of the meeting was to decide the size and support of a bond issue to fund capital improvements for Orange County, Orange County Schools and Chapel Hill-Carrboro Schools. For copies of resolutions passed 6y each school board, see page 543 of this book. Both school boards then went into special session to further discuss the bond issue. It was the consensus of the Board of Commissioners that the funds requested in the Orange County Library's "B" budget far books at its new facility be included in the capital improvements plan. Other capital improvements discussed were lighting tennis courts, reserving money for land acquisition, the Senior Citizens Center and an additional 1,000 square feet to the Norths-.,:e building. Thereafter, Dr. Robert Hanes read the following resolution: The Chapel Hill-Carrboro Board of Education confirmed its support of a bond issue to fully cover the major building expenses of the three agencies - 510 million for Orange County Board, $7 million for Chapel Hill-Carrboro and $4 million for county government generally, with the provision that if total current expense requests cannot be met through an increase in the per pupil expenditure that district tax be increased as much as necessary to deal with that provision. Dr. Simmons said that Orange County School Board reaffirmed its resolution as to the portion of funds designated for Orange County Schools and, although opposed in principal, supports a modr.~t increase in the special supplemental tax for Chapel Hill-Carrboro Schools provided that it is not used to hold the Orange County per pupil allocation at a levei that would make it difficult for Orange County Schools to function. w Commissioner Gustaveson moved, seconded by Commissioner Barnes, to authorize the County Attorney to draw up an official resolution that meets standards of bond counsel that would authorize a referendum for $20.4 million worth of bonds to finance a Capital Improvements Pi an as outlined below and that referendum be held on November 6, 1979- __ County Government $ 4,066.4 Orange County Schools $10,173.3 Chapel Hill-Carrboro Schools 7 629.2 Total $21,868.$ Operating Budget $ 1,500.0 R~0~36~_$ REFERENDUM $20.4 million Vote: ayes, 4; noes, 0. Dr. Hanes and Dr. Simmons answered questions about Chapel Hi11-Carrboro and Orange County schools' current budget requests. The Board requested the attorney. for Chapel Hill-Carrboro Schools, Orange County Schools and Orange County Government meet with appropriate - persons in Raleigh to indicate Orange County Board of Commissioners intent to consider bringing suit to obtain funding for exceptional children. The Board discussed additional budget figures for the following programs: Council on aging, JOCCA, Nutrition Program, Human Services Coordinator, Health Department, Rape Crisis Center, Coalition for Battered Women and Women's Health Council, Libraries and Municipal Support. Hanes Orange County bo;~rd of Education On motion by Mr. Strickland, seconded by Mrs. Hill, the following resolution was passed by a vote of 3-2 at a special meeting of the Chapel Hill-Carrboro Board of Education held on Monday evening, June 18, 1979: The Chapel Nill-Carrboro Board of Education requests the Drange County Commissioners to authorize a bond referendum for capital improvements to provide necessary funds to meet the capital needs of the Chapel Hill-Carrboro school district, the Or,~nge County school district, and the Orange County government, with the stipulation that the amount allocated to the two school districts be equal and that the amount allocated to the Chapel Hill-Carrboro schools be at least 57,000,000. Voting in favor of the resolution were Mr. Strickland, Mrs. Hill, and Mr. Caldwell, Voting against the resolution were Mr, Riddle and Mrs. Insko. Absent were Mrs. Sockwell and Mr. Parrish.
