HomeMy WebLinkAboutMinutes - 19790619. ~J~~ MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS JUNE 19, 1979 4 ti The Orange County Board of Commissioners met in regular sessio n on Tuesday, June 19, 1979, at 7:30 p.m., in the Superior Caurt Room, of the Orange County Courthouse, in Hillsborough, North Carolina. Commissioners present: Commissioner Richard Whitted, Chairman, and Commissioners Anne Barnes, Don Willhoit and Norman Gustaveson. Commissioner Norman Walker was absent. The meeting was a scheduled public hearing to receive public comment concerning the county's proposed budget for fiscal year 1979-$O. The Finance pirector submitted and reviewed certain "Budget Highlights" for 1979-$D. For copy of this document, see page of this book. Thereafter, Ms. Gloria Williams, Assistant Director of JOCCA, spoke on behalf of JOCCA's budget requests and endorsed a senior citizens center in Orange County. Mr. Joe Hackney, Chairman of Orange County JOCCA Board; Mr. Keith Aldridge, member of JOCCA Board; and a Ms. Martin spoke in favor of JOCCA's budget requests. Mr. Lance James, Co-President of PTA, spoke in fav;.:^ of Chapel Hill- Carrboro School's budgetary requests over and above the 7 ~ level. Ms. Carol Gehlbach, President of Chapel Hi11 League of Women Voters, expressed support of the budget submitted by the Chapel Hill-Garrbora School Board. For copy of Ms. Gehlbach's comments, see page 530 of this book. Mr. Lamar Ekbladh spoke in favor of the Chapel Hill-Carrboro School's budget requests. Mrs. Pricilla Otto, parent, spoke in favor of the full budget proposed by the Chapel Hill-Carrboro School Board. She also spoke in favor of retaining bus monitors. Mr. Tom Reef, parent, spoke in favor of the full proposed budget of Chapel Hill-Carrboro Schools. He also spoke in favor of retaining bus monitors. ;~.~'~~ . . ; Mr, Tom Baldwin, Program Director of the Speech and Training Center for Rehabilitation of the Blind, spoke in favor of the Chapel Hill- Carrboro School's budget. He also spoke in favor of retaining the 1/2 time health aide position. Mr. Lewis Roland, Second vice President of PTA, spoke in favor of the Chapel Hill-Carrboro School's base and supplFl~ental budgets to meet student's competency, health and emotional needs. Mr. Boyd Newman, parent, spoke in favor of Chapel Hi11-Carrboro School's base and supplemental budgets. Mrs. Mary Sugioka spoke in support of retaining health aides in the Chapel Hill-Carrboro School system. Mr. Thomas Wallsten, member of Budget and Education Committee, spoke in support of the Chapel Hill-Carrboro School's base and supplemental budgets, He also spoke in favor of retaining health aide position. Mr. Bob Sniffen, parent, spoke in favor of the Chapel Hill-Carrboro School's full budget requests. He also spoke i~ favor of Chapel Hill- Carrboro School District supplemental tax. Ms. Joy Williams, President of Chapel Hill-Carrboro Association of Educators, spoke in favor of the Chapel Hill Garrboro School's base and supplemental budgets and in support of raising Chapel Hill-Carrboro School District supplemental tax. Mrs. Sharon Walstein spoke in favor of the Orange County Health Department's budget and the need for additional nurse and health aide positions in the Chapel Hill-Carrboro and Orange County school systems. Mr, Ron Hyatt, Co-President of PTA, spoke in favor of the Chapel Hill- Carrboro School's base and supplemental budgets, Ms. Carol Martin, parent, spoke in favor or" the Chapel Hill-Garrboro School's budget requests. She also spoke in favor of retaining a health aide position. - Mr. Frank Binkowski, parent, spoke in favor of the Chapel Hill- Carrboro School's budget requests. He spoke in favor of retaining special services for students. Ms. Jane Lillington, parent, spoke in favor of Chapel Hill-Carrbpro School's budget requests. She also spoke in favor of the speech, language and hearing staff. 7 a -.. 2 .. i a~ xwx~~, p~ ~~ e. ,~ , J `N ~`` Mr. Harry Reynolds spoke in favor of the Chapel Hill-Carrboro School's budget requests. Mrc Reynolds also spoke in favor of retaining reading aides and bus monitors. Mr. Edward Gill, parent, spoke in favor of the budgets proposed by the Chapel Hill-Carrboro School Board. Mrs. Rachel Stevens spoke in favor of the Chapel Hill-Carrboro and Orange County Scfiools being funded equally. Ms. Verla Insko, member of Chapel Hill-Carrboro Board of Education, spoke in support of all monies requested by the Chapel Hill-Carrboro Schools and the Orange County Schools. She read some comments from parents surveyed who were in favor of increasing taxes to provide better educational opportunities for their children, Ms. Chic White spoke in favor of the Chapel Hill-Carrboro School's base and-.supplemental budget requests. She was opposed to any cut in instructional supplies or bus monitors. Mr. Carl Markuson, Director of Chapel Hi'.l-Carrboro Schools Business Services, spoke in support of proposed Chapel Hill-Carrboro School's budget requests. Ms. Elaine Markus, parent, spoke in support of the Chapel Hill- Carrboro 5choo1's proposed budgets. She was opposed to any cuts in instructional supplies. Mr. Bi11 Strickland, member Chapel Hill-Carrboro Board of Education, spoke in support of the Chapel Hill-Carrboro School's proposed budgets. Ms. Doris Hayes, teacher, spoke in support of Orange County School Board's budget requests. Mr. Ed Caldwell, Vice Chairman, Chapel Hill-Carrboro Board of Education, spoke in support of Chapei Hill-Carrboro School Board'5 proposed budgets. He was in opposition to seeing any programs cut. For copies of petitions signed by concerned citizens in Chapel Hill-Carrboro School District who are in favor of maintaining the current level of educational opportunities and for improving the education of children, see page 536 of this book. .~~ Mr. Ken Moore, North Carolian Botanical Garden, requested funding from the Board of Commissioners to continue the garden at its current level. For copy of his request, see page 539 of this book. Mr. Lloyd Osterman spoke in support of the library budget and in support of salary increases for library personnel. Ms. Katherine Seelye spoke in support of increases proposed in the library budget and in support of salary increases for staff members. Ms. Arthrell Sanders, Commission for Women, spoke in support of funding requested by the Coalition for Battered Women, Womens Wealth Counseling Service and Chapel Hill Rape Crisis Center which would enable the services provided by these agencies to continue. Ms. Jackie Shelton, Commission for Women, spoke in support of funding requested by Coalition for Battered Women, Womens Health Counseling Service and Chapel Hill Rape Crisis Center. Ms. Jennifer Wingard spoke in support of Chapel Hill Rape Crisis Center, Coalition far Battered Women and Womens Health Counseling Service. Mr. Wilson McKerrow, Chairman of Council on Aging, spoke in support of a South Orange Senior Citizens Center. No other person spoke to the county's proposed 1979-80 budget. The Chairman called the public hearing adjourned at 9:30 p.m. T'•a Board outlined the following items for discussion at the next budget session: EMS, Sheriff - additional personnel and retirement, Jail, Public Works, Water and Sewer, Capital Projects, Administration - 5edimentation and Erosion, Human Services - Council on Aging, JOCCA, Human Services Coordinator, Nutrition Program, Health Department, Rape Crisis, Battered Women, Womens Health, Recreation - transfer of funds from CIP to c::rrent and Municipal Support, Schools and Legal Services.
