Commissioners present: Commissioner Richard Whitted, Chairman, and Commissioners Don Willhoit, Anne Barnes and Norman Gustaveson. Commissioner Norman Walker was absent. The County Manager made an announcement that Commissioner Walker's doctor had advised Commissioner Walker to restrict his activities and, in accordance with his doctor's advice, Commissioner Walker would try to attend the meeting during which the Board would adopt the 1979-80 budget but would probably have to miss other Board meetings for approximately one month. Agenda Item 1: Re uest from New Ho a Rescue S uad The Assistant Chief of the New Hope Rescue Squad was present to request the Board send a letter or endorsement to FHA stating that the New Hope Rescue 5quad's plans to purchase an ambulance are consistent with county development plans. He stated the squad had submitted an application fora loan. The Board postr~ned decision on this item until final budget deliberations and requested to be furnished the territory New Hope Rescue Squad would be serving after January, 19$0. Agenda Item 2: Amendment_to Summer_Youth Program Contract The Manager recommended the Board accept an amendment to the Summer Youth Program Contract approved on June 4, 1979, as follows: a) the contract number be changed from 3-95008-9-J-O1 to 4 95008-9-J-O1; and b) the sum obligated by the Division of Community Employment and the sum appropriated by Orange County be changed from $4,889 to $269,fi61. Commissioner Gustaveson moved, seconded by Commissioner Barnes, the Board accept the Manager's recommendation. Vote: ayes, 4; noes, 0. ~ ~. Agenda Item 4: State Fundin to Schools Dr. Hanes and Dr. Simmons each submitted figures of estimated funding from the State to the Chapel Hill-Carrboro and Orange County Schools. For copies of these documents, see page 512 of this book. It was the consensus of the Board that the Chairman would draft a setter in response to Representative Holmes' letter of rune 7, 1979 which would correct the erroneous figures submitted by the NC Department of Public Education. .For copies of these letters, see page 515 of this book. Agenda Item 3: Ca ital Im rovements Bud et The Board of Commissioners, members of the Orange County School Board, members of Chapel Hill-Carrboro School Board and various county staff members discussed the possibilities of a bond issue. The Board of Commissioners requested the school boards consider this matter and report to the Commissioners at the June 20th meeting the decisi6ns of each board concerning the level of support for a referendum and the exact package to go to referendum in November. Dr. Simmons and the Recreation Director addressed the Board about the possibility of transferring from capital to current budget the requested funding to provide lighting for certain tennis courts in Orange County. Whitted Chairman Orange County Board of Commissioners 207 Nash Street Hillsborough, North Carolina 27278 Dear Richard: Yesterday I, and other members of our delegation received a telegram from your Board indicating your dis- satisfaction with the biannual budget as it relates to the Orange County School System anal the Chapel Hill-Carrboro School System. As to the Chapel Hi11-Carrboro System, your telegram states you are receiving an estimated three percent incrsa.se. The figures I received from the Department of Public Znst~^uc-- -'-ion indicate that you will receive an increase of 20,6 percent. Your per capita allotment increases an unbelievable X1.73.46 per child. You indicated a six percent increase for Orange County, whereas, our information indicates a 7.84 percent increase. I am, attaching a copy of a chart furnished me by the Department and if you find the same is in error, please let me low. In view of your telegram I would appreciate a response even if you do agree with the Department's figures_ WE• are further advised that• the appropriation for the k~cepti~~na1 Children's Program is adequately funded. Box 595 Pittsboro, NC 27312 Dear Ed: Thank you for your response to our telegram concerning State funding of public education as it relates to the Chapel Hill-Carrboro and Orange County School Systems. It is our understanding that the Department of Public Instruction has contacted you concerning the errors in the figures supplied to you. Figures supplied to Chapel Hill-Carrboro system by Mr. Tom King, Assistant Controller, Financial Services of DPI on June 12, 1979 reflect the increases that we referred to in our telegram, For Chapel Hill-Carrboro, these figures are: . Allotments A;^1 Per Capita 1978-79 $4,694,155 5580 841.25 1979-80 Projected 4,869,733 5369 9D7.01 Increase (Decrease) 175,578 (211) 65.76 % Increase (Decrease) 3.74% (3.78%) 7.82% As you can see, the increase in total funds represents a 3.74p increase in 79/80 funds over 78/79. While these figures are yet to be confirmed, we believe they mare nearly reflect the actual situation. The pe~• capita increase is attributed to a projected 4% decrease in the average daily membership. The Chapel Hill-Carrboro system officials are not at all certain that this will be the actual situation in the 79/80 school year. i .':. ~£a7 The Honorable Edward S. Holmes Page 2 June 14, 1979 Thy figures for the Orange County system that were received on June 12. ].979 represent a 2.9% increase over the first projection that was received on. March 1, 1979. 41e believe the 8.34% increase in funds. and the 7.84% increase in per capita expenditures to be accurate figures. Based on the latest figures from NC DPI, the Chapel Hill-Carrboro system can expect a 3.7% increase in funds and the Orange County system can expect a 8.3% increase in funds. Ed, we must express to you and the other members of our delegation our dissatisfaction with the State funding for our t-vo school systems. The Orange County Commissioners have received requests of local funds from our two systems that will require a significant increase in the tax rate to meet. The continuation budgets reflect a 16.1% increase for the Orange County system and a 14% increase for the Chapel Hill-Carrboro system. We used a very rigid budget process this year and have satisfied ourselves that these increases are necessary just to maintain the current level of services. Any increase short of the request would have serious impacts on current programs. D~. Craig Phillips also responded to our telegram. He indicates that the Legislature increased the NC pPI budget by $300,000,000: The questions then that beg answers are: Where did these funds go? Hoty do the Orange County school systems differ from those systems that received much more funding than the Orange County systems? We appreciate your interest and would greatiy appreciate any assistance in securing needed funds for our school-age youngsters. • In your letter of June 7, you raise the issue ofi funding for she Exceptional Children's Program. The following figures represent the current status for our two school systems: Chapel, Hill-Carrboro currently has 37.12 positions. State and federal funds provide 29.62 positions and, locally, we provide 7.50 positions. The identified needs tali for 61.12 positions, leaving 24 positions unfunded. Next year, Orange County will have 27 positions. State and federal funds provide 26 positions and, locally, the provide 1 position. Identified needs would require an additional 6~teacher positions and 3 teacher aid positions. f 520 The Honorable Edward S. Holmes Page 3 June 14, 1979 It appears that the current allocation formula for NC UPI funds S~enalizes the counties that have been willing to appropriate the local funds to provide for ,adequate educational opportunities and reward those counties that have not. We do not feel that it is unreasonable to expect .a fair allotment of funds for our school systems. We simply cannot accept increases of 3.74% and of 8.34X as Orange County`s fair share of NC pPI'S 79/80 appropriation. Again, thank you for your interest and assistance.
