HomeMy WebLinkAboutMinutes - 19790607i ~'~ .. ~r ~_ MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS JUNE 7, 1979 The Orange County Board of Commissioners met in special session on Thursday, June 7, 1979, 7:30 p.m., in the Commissioners Roam, Orange County Courthouse, in Hillsborough, North Carolina. Commissioners present: Commissioner Richard Whitted, Chairman, and Commissioners An.:~ Barnes, Norman Walker and Don Willhoit. Commissioner Gustaveson was absent. Agenda Item 4: Fireworks Dis la Dr. Martha 5. Wingfield was present to request the Board grant a permit for a fireworks display aver Eastwood Lake on June 15th. She assured the Board that the public was invited and that the display would 6e supervised by volunteer members of the Chapel Hill Fire Department. Commissioner Walker moved, seconded by Commissioner Willhoit, that the Board grant Dr. Wingfield's request provided the display would be under the supervision of the Chapel Hill Fire Department. Vote: ayes, 4; noes, O. Agenda Item 1: Fees for Famil Plannin Services The Health Director addressed the Board concerning HEW's requirement for health departments to collect fees for family planning Services effective July 1, 1979. Dr. William Mayes, Chairman, Board of Health, and Ms. Evelyn Lloyd, Health Board member, were present in the audience. Commissioner Willhoit moved, seconded by Commissioner Barnes, the Board approve, in principle, the Health Director's recommendation to adopt federally mandated fee schedule system for family planning with actual figures being submitted to the Board of Commissioners when available. Vote: ayes, 4; noes, 0. Agenda Item 2: Budget Ordinance Amendments Commissioner Willhoit moved, seconded by Commissioner Barnes, to approve the budget ordinance amendments for the Health Department as submitted by the Finance Officer. Agenda Item 3: Re uest from New Ho a Rescue S uad The Chairman received a letter from the Chief of the New Hope Rescue Squad requesting the Board notify FHA that the purchase of a 1979 Ford Super Van Ambulance with related accessories is consistent with county development plans. For copy of this letter, see page 509 of this book. Commissioner Willhoit moved, seconded by Commissioner Barnes, the Board table this request until it receives further information about an additional ambulance. Vote: ayes, 4; noes, 0. The Board requested a member of the New Hape Rescue Squad appear before the Board to supply additional information and explain this request. Agenda Item 7: Report of Orange County School..,System Dr. Mike Simmons and Mr. Dan Lunsford reported to the Commissioners requested information concerning available state funding to the Orange County School System and available funding to other units. Agenda Item 6: Budget Deliberations on 1979-80 Budget The County Manager and Finance Officer reviewed the General Administrative portion of the proposed 1979-$0 budget. The Board requested the following human service agencies be invited to attend a work session in Carrboro, at 7:30 p.m. on June I4, 1979, Room I10, Carrboro Town Hall, to answer questions or provide the Board w-:h additional information: Council on Aging, JOCCA, RSVP, ACCESS, Oasis, Chapel Hill dnd Hyconeechee Libraries, Coalition for Battered Women, Rape Crisis Center, Women's Health, and Recreation Advisory Committee. The Board requested agencies with CIP requests 6e invited to attend the meeting of June 12, 1979, to be held in the Commissioners Room, Orange County Courthouse, at 7:30 p.m. There being no further business to come before the Board, the Chairman called for the meeting to adjourn. ~~ ~ /~_ ,Richard E.
