MINUTES
ORANGE COUNTY BOARD OF COMMISSIONERS
MAY 22, 1979
The Orange County Board of Commissioners met in special session
on Tuesday, May 22, 1979, at 4:00 p.m., in the Board Room, of the
Municipal Building, in Chapel Hill, North Carolina.
Commissioners present: Commissioner. Richard Whitted, Chairman,
and Commissioners Anne Barnes, Don Willhoit and Norman Gustaveson.
Commissioner Walker was absent.
The purpose of the meeting was to discuss joint planning goals and
objectives with members of the Chapel Hill Board of Aldermen.
Chapel Hill Aldermen present: Mayor James C. Wallace, and
Aldermen Jonathan Howes, Bev Kawalec, Gerry Cohen, Marilyn Boulton,
R. D. Smith, Ed Vickery and Bill Thorpe.
Chairman Whitted called the meeting to order and briefly discussed
the subject matter of the last joint meeting between the Chapel Hill Aldermen
and County Commissioners. Chairman Whitted suggested opening the floor
to discussion about goals and objectives of joint planning so that a committee
consisting of Aldermen, County Commissioners, Planning Boards and Planning
Staffs could finalize a statement of goals and objectives for both
board's approval,set procedure for joint planning and delineate the
specific area.
Orange County Planning Director submitted to both boards a copy of
draft memorandum suggesting goals and objectives for d acussion.
Alderman Hawes suggested both boards serve as a joint committee of
the whole which would meet on a monthly basis. Mayor Wallace said he
preferred both boards, rather than a smaller committee, doing the preliminary
°+~ork and suggested alternating joint afternoon `meetings (4:00 - 6:00 p.m.)
between Chapel Hill and Hillsborough. He suggested these meetings be
advertised to the public. •
It was the consensus of the boards to accept the five broad goals
listed in the memorandum of May 21, 1979. For copy of this memorandum,
see page 428 of this book.

The next joint meeting was set at 4:OD p.m., on July 3, 1979, at
the Municipal Building in Chapel Hill. The fio1lowing items were offered
for discussion: Objective: 1. Develop a land use plan, including
statements of the goals, objectives, policies, and programs to guide
land development county-wide, but especially in jointly planned areas.
a) Define the jointly planned area, including boundaries and total size.
b) Analyze these transition areas relative to the rest of Orange County to
prevent leapfrog development. Another suggested agenda item was discussion
of the Board of Commissioners' resolution for an extension of extraterritorial
planning jurisdiction dated October 23, 1978.
Commissioner Willhoit suggested the Planning Staff study topographic
data to identify the area that can be served by gravity sewers. He felt
the county should proceed immediately to consider a mechanism to adopt
Chapel Mill's subdivision standards in that area.
Agenda Item 2: Human Services Advisory Commission
Alderman Kawalec suggested the Rape Crisis Center, Coalition for
Battered Women, Women's Health and ACCE55 be included in Human Services
Advisory Commission membership.
Chairman Whitted said this item would be referred to the Human
Services Advisory Commission.
Agenda Item 3: Funding of Human Services
Mayor Wallace requested discussion of human services funding. No
action was taken on this item.
