BACKGROUND: In accordance with approved plans, the County constructed a sidewalk along the frontage of the West Campus project. The sidewalk terminates at the County's property line leaving the area to Churton Street without easy pedestrian access. The Town of Hillsborough has requested the County be an equal partner in the construction of sidewalk which would extend along the south side of Margaret Lane to Churton Street. Brick pavers are proposed to match the sidewalk material at the West Campus project. The North Carolina Department of Transportation (NCDOT) is expected to also participate and provide partial funding for the pedestrian signal head at the Churton Street crossing. This will make all four corners of the intersection pedestrian friendly and will allow much safer passage for pedestrians. Construction would be occur under a contract issued through the Town and would commence as quickly as funding is secured. FINANCIAL IMPACT: Per the attached letter, the Town is asking the County to support 50% of the $77,550 project cost - $38,775. Sufficient funds are available within the County Campus Project fund to support the expenditure. RECOMMENDATION(S): The Manager recommends the Board approve the sidewalk contribution not to exceed $38,775 to be paid from the County Campus Project Fund; and authorize the Manager or his designee to execute documents as may be required to effect the expenditure. 2 Town of ills ~~ November 30, 2009 Mr. Frank Clifton Orange County Manager P.O.Box 8181 Hillsborough, NC 27278 Deaz Frank, Recently we discussed the town's plans to construct a sidewalk in the existing street right of way for West Mazgazet Lane. This improvement is to provide a safe pathway far customers of the relocated Orange County office. and Library at 131 and 137 West Margaret Lane, respectively. In addition to installing sidewalk, the project will include the construction of curb and gutter along the south side of Margaret Lane, a pedestrian crosswalk to connect to Justice Facility campus on the east side of Churton Street, and sidewalk along Churton Street to connect to the existing improvements in front of the Orange Rural Fire Department. Enclosed is'a drawing of the proposed impz`bvements, as well as a cost estimate prepared at the town's request. We have approached NCDOT representatives to secure their approval and - assistance in paying for the pedestrian signal heads at the Churton crossing. While no paperwork has been formalized, we are comfortable with their approval and participation. in the project. The cost estimate, including the use of brick pavers so the sidewalk is of a consistent material, comes to $77,550, as detailed on the attached spreadsheet. The fawn proposes to equally shaze the expense of this project with Orange County. We are hopeful that Orange County will be able to parficipate in this important infrastructure improvement that will benefit its customers and assure their safety.
