HomeMy WebLinkAboutMinutes - 19790417 The Board of Commissioners for the County of Orange, North Garolina, met in regular session in the Courtroom of the Orange County Courthouse in Hillsborough, North Carolina, the regular place of meeting, at 7:30 P. M. on April 17, 1979. Present: Chairman Whitted, Commissioners Barnes, Gustaveson, Walker and Willhoit Absent• None *****************~*****x***********~***x***~*x~**~*~*****~r*x**** The Chairman announced that this was the houz and day fixed by the Board of Cammissianers far the Public Hearing on the Preliminary Assessment Ro11• filed with the Clerk of the Board of Commissioners of Orange County pursuant to the direction of the Orange County Board of Commissioners and pursuant to the Board's decision to finance the local share of the cost of paving North Garolina State Road #1819, also known as Adam's Place, North Carolina State Road #1820, also known as Jefferson Drive, North Carolina State Road #1821, also known as Washington Drive, and North Carolina State Road #1822, also known as Kennedy Circle, in Eno Township, Orange County, North Carolina. The Chairman also announced that the Board of Commissioners would immediately hear anyone who might wish to be heard an the Preliminary Assessment Ro11. Various persons appeared and were recognized and heard on the said Preliminary Assessment Role. Those recognized and the essence of their comments were recorded by the Clerk of the Board of Commissioners in the minutes of the Board. Thereupon, upon Motion of Commissioner Willhoit, seconded by Commissioner Barnes and carried, the Preliminary Assessment Rate for the financing by Orange County of the local share of the cost of paving North Carolina. N.C. HiCL560ROLIGH, Id.C. The assessment on Parcel 1-B-10, owned by Kenneth 0. Wooten,~was reduced from $243.41 to $221.77 to reflect the fact that only 102.67 feet of his property abuts State Road #1819, also known as Adam's Place, rather than 112'.67 feet as shown on the tax maps. The vote upon confirmation of the Assessment made against each property owner was: Ayes: Chairman Whitted, Commissioners Barnes, Gustaveson, Walker and Willhoit. Noes: None Upan motion of Commissioner Barnes, seconded by Commissioner Willhoit and unanimously approved, the Clerk to the Board was directed to enter into the minutes of the Board the confirmation date, hour, and minutes. Thereupon, the Clerk of the Board entered the confirmation effective 7:56 o'clock P. M., the 17th day of April, 1979. Upon motion of Commissioner Willhoit, seconded by Commissioner Barnes and unanimously approved the Clerk to the Board was directed to deliver a copy of the confirmed Assessment Roll to the Orange County Tax Collector. Upon motion of Commissioner Willhoit, seconded by ~~mmissioner Gustaveson and unanimously approved, the Orange County Tax Collector was directed to publish once, a Notice, no earlier than 20 days from the date of confirmation as herein set forth, that the Assessment Roll for the financing by Orange County of the local share of the cost`of paving North Carolina State Road #1819, also known as Adam's Place, North Carolina State Road #1820, also known as Jefferson Drive, North Carolina State Road #].821, also known as Washington Drive, and North Carolina State Road #1822, also known as Kennedy Circle, located in Eno Township, Orange County, North Carolina, has been confirm- ed and that assessments may be paid without interest at any time before the expiration of 30 days from the date that the Notice is published and that if not paid within that time, all install- ~ ments thereof shall bear interest in amount equal to the - ~ ~ interest on past due ad valorem taxes in Orange County. The Ghairman directed that said Notice shall be published in the News of Orange County. Agenda Item 5: Minutes Commissioner Barnes moved, seconded by Commissioner Wi7lhoit, the minutes of the meeting held April 10, 1979 be approved.. Vote: ayes, 5; noes, 0. Agenda Item 6: Requests of Register of Deeds This item was removed from the agenda. Agenda Item 8: Re-roofin Grad Brown G mnasium Commissioner Barnes moved, seconded by Commissioner Walker, the Board accept the bid of Budd-Piper Roofing ($17,266) to reproof the gymnasium at the old Grady Brown School and that the monies for this project be appropriated from the fund balance. Vote: ayes, 5; noes, 0. Agenda Item 9: Water Resources Planning ~ Protection Task Force ~~~ Mr. Ed Johnson requested Cane Creek Conservation Association be considered for membership in the newly established Water Resources Planning and Protection Task Force.. Mr. Ben Lloyd requested Farm and Landowners Association be included in this membership. Mrs. Josephine'Barbour requested more citizen representation. Mr. William Dorsett requested more citizen representation. Commissioner Walker moved that one representative from the Farm and Landowners Association be included on the Water Resources Planning & Protection Task Force. Motion died for lack of a second. Commissioner Willhoit moved, seconded by Commissioner Barnes, the issue of obtaining adequate representative input from the public be referred to the Water Resources Planning and Protection Task Force. Agenda Item 10: Proposed Budget Amendments Commissioner Barnes moved, seconded by Commissioner Gustaveson, the Board approve the proposed budget amendments as submitted by the Finance Director. Vote: ayes, 5; noes, 0. For copy of these budget amendments, see page 347 of this book. -5- Agenda Item 11 : Amendments to Human Services Advisory Commission Resolution The Board requested this item be placed as the second item on the agenda to be discussed when the Board of Commissioners has its joint meeting with the Chapel Hill Aldermen. Agenda Item 12: Goals for Joint Planning The Board requested the Planning Director prepare a memorandum with goals and objectives of joint planning which the Board would have an opportunity to discuss before its joint meeting with the Chapel Hill Aldermen. Agenda Item 14: Meeting with Chapel Hill Aldermen The Board requested the Clerk set up a meeting with the Chapel Hill Aldermen on May 22, 1979, in the Chapel Hill Municipal Building, from 4:00 p.m. to 6:00 p.m. Agenda Item 13: Meeting with Hillsborough Commissioners The Board requested the Clerk contact the Town of Hillsborough Commissioners to confirm the date of May 15th for a joint meeting at the Colonial Inn at 12:00 noon.
