MINUTES
ORANGE COl1NTY BOARD OF COMMISSIONERS
APRIL 10, 1979
The Board of Commissioners met in special session, on Tuesday,
April 10, 1979, at 7:30 p. m., in the Commissioners Room of the Orange
County Courthouse, in Hillsborough, North Carolina.
Commissioners present: Commissioner Richard Vlhitted, Chairman,
and Commissioners Anne Barnes, Don 4lillhoit, Norman Gustaveson and
Norman 4lalker.
The fpllowing items were added to the agenda:
Agenda Item 6: Meeting with Chapel Hill Aldermen
Agenda Item 2: Items of Public Concern
Mr. Ben Lloyd requested a representative of the Farm and Landowner's
Association be allowed to participate in the Orange County Mater Resource
Planning and Protection Task Force.
Mrs, Josephine Barbour requested wider citizen representation on this
task force.
Commissioner 4lillhoit requested this item be placed on the April 17th
agenda far discussion,
Mr, Randall 41au9h asked the township advisory council's role in the
joint planning processes,
The Chairman requested the Planning Director address h1r. 4laugh's
question when he made his presentation concerning joint planning.
Agenda Item 3: Minutes
Commissioner Barnes moved, seconded by Commissioners 4lillhoit, the
minutes of April 2, 1979 be approved as corrected. Vote: ayes, 5; noes, 0,
Agenda Item 4: Joint Planning
The Planning Director submitted an Issue Paper concerning .joint planning
and its implementation.. For copy of this paper, see page 337 of this book.
It was the consensus of the Board to discuss the objectives of joint
planning and the possibility of holding a oublic hearing in May on proposed
amendments to the subdivision ordinance at the next Commissioners meeting
on April 17th -- should the Chapel Hill Board of Aldermen not be able to
attend.

Agenda Item 6: Meeting with Chapet Hill Aldermen
The Board directed the Manager to explain to the Chapet Hill
Aldermen, if the joint meeting on Aprit 17th vrere postponed, this
Board ~vould not have an opportunity for another .joint meeting until
the completion of its budgetary processes in late June or July.
Agenda Item 5: Executive Session
Commissioner Barnes moved, seconded by Commissioner Gustaveson,
the Board move into executive session to continue discussion on the
Interstate-40 law suit. Vote: ayes, 5; noes, 0.
Attorney Roger Bernholz and Professor Tom Schoenbaum were present
to discuss the law suit with the Board,
There being no further business, Commissioner Gustaveson moved,
seconded by Commissioner Barnes, the meeting be adjourned. Vote: ayes, 5;
noes, 0.
