DRANGE COUNTY BOARD OF COPfMISSI0NER5

The Orange County Board of Commissioners met in special session
with the Chapel Bill Board of Aldermen, at 7:30 p.m., in the Municipal
Building Meeting Room, in Chapel Hill, fdorth Carolina.
Commissioners present: Commissioner Richard Whined, Chairman,
and Commissioners Anne Barnes, Norman ldalker, Norman Gustavesnn and
pon In~illhoit.
Chapel Hill Aldermen present: Mayor James Wallace, and
Aldermen Bev Y.awalec, Gerry Crhen, Bill Thorpe, R. D. Smith, Jonathan B.
Howes, Robert Epting and Marilyn goulton.
The purpose of the meeting was to discuss extraterritorial zoning
jurisdiction and joint pla.nrring. •
Agenda Item 1: Proposed Planning Aria Extension
Mr. Mike Jennings, Chapel Hill Planning Director, pointed out
areas proposed for annexation on a map.
Commissioner Willhoit explained the definition of the lines
for extraterritorial .jurisdiction as discussed by the Board of
Conunissioners and as discussed at the subcommittee meetings.
Orange County Planning Director reviewed extraterritorial extension
and joint planning processes in ruilfprd County-Greensboro area.
Alderman Howes proposed researching away to structure .joint planning.
He also proposed a task force be appointed composed of two members from
each of the two planning boards and staff persons from Drange County
and Chapel Hill who would submit .plans to bath boards for consideration
of methods to devise implementation.. `
Alderman Kawalec proposed the meeting reconvene on Tuesday, April 17,
at S:Op p.m., Orange County Courthouse, in Hillsborough, beginning with
agenda item 2: Joint Planning in the Transition Area - With a report
from Town and County Managers -•rhich would include a specific proposal on
joint planning, hot•~ a task •force might operate and a report on ho~rr this
process has been implemented in other areas.
Commissioner 4lhitted requested Phil Green from the Institute of
Government make a presentation on the history and trend of this process.
Commissioner lJalker left the meeting.
' Chairman l;hitted requested a resolution from the Chapel Hill
Board of Aldermen so the Board of Commissioners could make a final
- decision on Timberline.
Mayor Wallace suggested extraterritorial extension be rejected
and joint planning processes proceed.
Rgenda Item 4:~ Chapel Hill Planning Board Com ositivn
Commissioner Gustaveson moved, seconded by Commissioner Barnes,
the board of Commissioners indicate no objection to the re-arrangement
of the composition of the Chapel Hill Planning Board. Vote ayes, ~4; noes, 0.
', The Chapel Hill Board of Aldermen unanimously adopted a resolution
to amend the Charter of the Town of Chapel Hill. For copy of these
amendments, see page 322 of this book.
l~here being no further business, Commissioner Gustaveson moved,
seconded by Commissioner Willhoit, the meeting be adjourned.. Vote:
ayes, 4; noes, 0.
The meeting was adjourned at 10:30 p.m.
