Chart Depicting LOS, Capacity, Membership, and Membership Increases INFORMATION CONTACT: Craig Benedict, Planning Director, 245-2592 Shannon Berry, Planner, 245-2589 PURPOSE: To consider approval of November 13, 2009 membership and capacity numbers for both school districts (Orange County and Chapel Hill-Carrboro City Schools) which will be used in developing 10-year student membership projections and the 2010 SAPFO Technical Advisory Committee (SAPFOTAC) Report. BACKGROUND: In accordance with the Schools APFO MOU (Memorandum of Understanding), the Board of County Commissioners shall approve the school districts November 15th membership and capacity numbers within fifteen (15) days after receiving the numbers from the school districts. Both school districts submitted membership and capacity numbers in accordance with the MOU. Because November 15th fell on a Sunday this year, membership numbers for November 13th were reported. As per the MOU, this step of the SAPFO process entails only the approval of the student membership and capacity numbers. The SAPFOTAC, comprised of representatives of both school systems and the Planning Directors of the County and Towns, is tasked to produce an annual report for the governing boards of each Schools APFO partner. The full annual SAPFOTAC report, which will include 10-Year student membership projections, will be completed in early 2010. Additionally, the CAPS (Certificate of Adequate Public Schools) system is updated with actual membership and capacity figures after the BOCC approves the information submitted by the school districts. Effective with the 2009-2010 school year, the eligibility date for children entering kindergarten changed from October 16th to August 31st, effectively reducing the number of kindergarteners entering the school systems this year. In turn, those affected children not entering kindergarten this year will be added to next year's cohort. This change may appear to cause blips in the enrollment numbers. However the enrollment figures should even out beginning with the 2011- 2012 school year. The chart at Attachment 2 shows the Capacity and Membership for each school level in both school districts and the increase (or decrease) over the November 15, 2008 membership. It also shows the Allowable Maximum Level of Service (LOS) as was agreed upon as part of the SAPFO MOU process and the Actual LOS based on November 13, 2009 Membership numbers. FINANCIAL IMPACT: Precise financial impacts cannot be determined, but changes in projected growth in student membership for the next ten years is expected to result in higher future operating and capital budget requests. RECOMMENDATION(S): The Manager recommends the Board approve the November 13, 2009 Membership and Capacity numbers as submitted by each school district.
