MEMORANDUM TO: Angela Thompson-Rockett, Deputy Clerk to the Board of Commissioners FROM: David Stancil, Environment and Resource Conservation Director DATE: September 24, 2009 SUB.7ECT: Recommendation for Appointment to the Historic Preservation Commission ERCD staff has received the attached application from Steve Rankin for the Historic Preservation Commission. Mr. Rankin meets the requirements for commission membership as outlined by the Certified Local Government (CLG) program; he resides within Orange County's planning jurisdiction and has relevant education and experience. Mr. Rankin was previously appointed to the HPC in 2006, but the travel associated with his employment prevented him from regularly attending meetings. His schedule has changed such that he is now able to attend meetings, and has done so on his own time for the last few meetings. HPC members and Historic Preservation staff have been in contact with Mr. Rankin and he is highly interested in serving on the commission. Several other applicants have applied for the Orange County Historic Preservation Commission, but Mr. Rankin is the only applicant who meets both the experience requirement of the CLG program and the residency requirement for Orange County. Please convey this to the Board of County Commissioners for their consideration in late 2009. Mr. Rankin's knowledge in architectural history and archaeology will lead to a more well-rounded preservation board. 5 Page 1 of 2 Stephen Rankin Volunteer Application Orange County Advisory Boards and Commissions Name: Name Called: Home Address: Phone: (Day) Phone: (Evening) Fax: Email: Place of Employment: Job Title: Year of OC Residence: Township of Residence: Zone of Residence: Sex: Ethnic Background: Mr. Stephen Rankin Steve 2815 Moorefields Rd Hillsborough NC 27278 919-308-6057 919-308-6057 orangecountync@gmail.com n/a 1999 Cheeks At-Large Male Caucasian Date of Birth: 11/16/1970 Boards/Commissions applied for: Historic Preservation Commission Work Experience: US Army, 1989-1999 Architectural restoration employee, Dickinson Restorations, 2000-2001 Historic Research Assistant, Dr. Otis Graham, UNC-CH, 2002-2003 Archaeological research assistant, UNC's Research Laboratories of Archaeology, 2001- 2004 Archaeologist/Historian/Architectural Historian, Legacy Research Associates, 2004-2009 Chief Research Officer/Archaeologist/Architectural Historian, Piedmont Cultural Resource Group, 2008-2009 Volunteer Experience: US Army, 1989-1999 Architectural restoration employee, Dickinson Restorations, 2000-2001 Historic Research Assistant, Dr. Otis Graham, UNC-CH, 2002-2003 Archaeological research assistant, UNC's Research Laboratories of Archaeology, 2001- 2004 Archaeologist/Historian/Architectural Historian, Legacy Research Associates, 2004-2009 Chief Research Officer/Archaeologist/Architectural Historian, Piedmont Cultural Resource Group, 2008-2009 6 Page 2 of 2 Stephen Rankin Education: US Army, 1989-1999 Architectural restoration employee, Dickinson Restorations, 2000-2001 Historic Research Assistant, Dr. Otis Graham, UNC-CH, 2002-2003 Archaeological research assistant, UNC's Research Laboratories of Archaeology, 2001- 2004 Archaeologist/Historian/Architectural Historian, Legacy Research Associates, 2004-2009 Chief Research Officer/Archaeologist/Architectural Historian, Piedmont Cultural Resource Group, 2008-2009 Other Comments: I have experience with oral history projects (field work and editing) and local music recording.
