ORANGE COUNTY BOARD OF COMMISSIONERS
DECEMBER 15, 1978
The Board of County Commissioners met in special session on
Friday, December 15, 1978, at 12:00 p.m., at the Talk of the Town
Restaurant, Chapel Hill, North Carolina.
Commissioners present: Commissioners Richard Whitted, Anne Barnes,
Norman Gustaveson and Donald Willhoit.

Staff members present: Mr. Neal Evans, Finance Director; Mr. Jim Polatty,
Planning Director; and Mr. Brian Benson.
The purpose of the meeting was to discuss objectives for the January
work program including extension of zoning to Bingham, Hillsborough and
Cheeks townships; role of the township advisory councils; land use plan
and revision of zoning ordinance.
The Board requested the staff prepare a sketch plan, similar to a
land classification plan, which would 6e generalized draft of a future -
land use plan.
Commissioner Willhoit suggested an overall outline of the land use
plan would be helpful.
Commissioner Whitted suggested the staff build from the point
where the "701" plan left off two years ago.
Commissioner Willhoit would like to see sp~ci.:al zoning for the special
needs of each township.
Commissioner Gustaveson would like to see the proposed zoning
ordinance directly related to a land use classification system.
Commissioner Willhoit said he would like to see a special task
force appointed on watershed protection to develop amendments to the
zoning ordinance.
Commissioner Gustaveson requested the Planning Department's work
priorities have a time frame, a deadline, and a formal order clearly
stated in a motion passed by the County Commissioners.
The Planning Director said he would like to see the land use plan
updated annually. .

The Board discussed the idea of reactivating the Technical Advisory
Committee to revise the zoning ordinance, especially the technical portions.
There was no official action taken at this meeting
