PURPGSE: To present far formal adoption BGCC Goals and Priorities for FY2Dg9-~ D.
BACKGROUND: At its work session on August 2D, 24D9, the BGCC reviewed draft Goals,
Initiatives, and Identified Priorities that had been under discussion in retreat and budget work
session settings beginning in the fall of 2047. !n discussing options and approving allocations in
the FY20D9~~ D budget, the BGCC informally accepted and affirmed many of its top priorities.
During the August work session the BGCC had the opportunity to fine tune earlier drafts, make
miner modifications, and achieve consensus on bringing forward its Goals and Priorities for
FY2DD9- D for forma! adoption. Attachment A ~REVISED~ conveys the Goals and Priorities for
implementation as amended and adopted informally following BGCC discussion at the work
session. Attachment B ~REVISED~ is the list of original Priorities in descending order.
County management will provide periodic status reports to the B4CC on implementation.
Goals represent the broad tenets, beliefs, values and philosophies of the sitting BGCC.
Priorities are the incremental steps associated with implementing the Goals in order of
relevance and importance.

F~NANC~AL IN~PACT: Previous staff work has depicted proposed action plans and projected
costs, per Priority, in the range of five to six figures in the immediate years. Projections in the
vut years have been more problematic, difficult to predict and likely still to be substantial.
RECOM~EN~ATION~S~: The interim County Manager recommends the BOCC adopt the
attached Goals and Priorities for FYZO09~ o.

GOALS AND PRIORITIES
Fiscal Year 2009-2010
Goal one: insure a community network of bask human services and
infrastructure that maintains, protects and promotes the weir
being of ail County residents.
Priority 4: Review services to identify and protect `safety net' programs
and services.
Priority 5: Encourage for profit investments in affordable housing and
review available tools.
Goal Two: Promote an interactive and transparent system of governance
that reflects community values.
Priority 6: Develop plan and tools to improve how County and citizens
communicate with each other; foster two-way exchange.
Priority 7: Improve infra-and intergovernmental coordination, cooperation
