Section ~ 3.2 of Chapter ~ 59 of the General Statutes of North Carolina, the follaw~ng .

Section ~ . The ro'ect provides funds to establish an observation well network

Section 2. The officers of the County are hereby directed to proceed with the project
within the budget contained herein.
