PURPOSE: To consider authorizing the Interim Manager to sign an agreement in the amount
of $36,000 with AmCad to install software to redact specific personal information from the
Register of Deeds website.
BACKGROUND: Effective October 1, 2009 Registers of Deeds and Clerks of Court "shall apply
optical character recognition technology and other reasonably available technology to official
records placed on Internet Web sites available to the general public in order to, in good faith,
identify and redact social security and drivers license numbers."
The Register of Deeds proposes to comply with this requirement through an additional software
module installed on the current imaging system. The imaging system was installed by AmCad,
who is the proposed vendor for the acquisition and maintenance of this application as well.
FINANCIAL IMPACT: Funding for the $36,000 expenditure (see attached proposal) is available
within the Register of Deeds Automation Fund.
RECOMMENDATION(S): The Interim Manager recommends the Board authorize the Interim
Manager to sign an agreement in the amount of $36,000 with AmCad to install software to
redact specific personal information from the Register of Deeds website.
