Receive a presentation from North Carolina Department of Transportation (NCDOT) Transportation Planning staff, Triangle Area Rural Planning Organization (TARPO) staff and Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning Organization (MPO) staff on the Orange County Comprehensive Transportation Plan (CTP); 2. Consider approving timeline for the CTP process; and 3. Consider approving CTP survey. BACKGROUND: In June, the BOCC approved a resolution endorsing a comprehensive transportation planning study for Orange County with the participation of staff and the OUTBoard to assist NCDOT with the comprehensive transportation planning process. The Transportation Element of the 2030 Comprehensive Plan includes creation and implementation of an Orange County Comprehensive Transportation Plan as Objective T-3.2 for Goal 3 (Integrated Land Use Planning and Transportation Planning). Links with Commissioners Planning Principles and other Comprehensive Plan Elements Objective T-3.2 is linked with 1, 2, 3, 4, 5, and 8 of the following. Orange County Board of Commissioners Planning Principles: 1. Efficient and Fiscally Responsible Provision of Public Facilities and Services 2. Sustainable Growth and Development 3. Encouragement of Energy Efficiency, Lower Energy Consumption, and the Use of Non- polluting Renewable Energy Resources 4. Promotion of Both Air Quality Protection and the Development of an Effective Transportation System 5. Natural Area Resource Preservation 6. Preservation of Rural Land Use Pattern 7. Water Resources Preservation 8. Promotion of Economic Prosperity and Diversity 9. Preservation of Community Character. 2 Other elements of the Comprehensive Plan have objectives that are linked with transportation objectiveT-3.2. Those are: • Economic Development Objective ED-2.3: "Promote public transportation, alternative modes of transportation, and encourage carpooling and park-and-ride participation." • Land Use Objective LU-3.2: "Coordinate land use patterns to facilitate the expanded use of nonauto modes of travel, the increased occupancy of automobiles, and the development and use of an energy-efficient transportation systems." • Natural And Cultural Systems Objective AE-7: "Expand and enhance Orange County's public transportation system." and Objective AE-8: "Improve transportation efficiency: promote more public transportation, ride sharing, and alternative transportation such as bicycles and walking." • Services and Facilities Objective PS-T-5: "Include in applied site design standards for residential, commercial, and industrial development, appropriate road design standards to ensure adequate law enforcement and emergency vehicle access to the development." Comprehensive Transportation Plan The Comprehensive Transportation Plan (CTP) will be a long-range multi-modal plan to serve present and future travel demand in Orange County. The plan will consist of four maps that show existing facilities, facilities that need improvement, and recommended new facilities/alignments for highways, public transportation and rail, bicycles, and pedestrians, with a cover sheet recording the adoptions and endorsements for the CTP. CTP recommendations are concepts and any recommended project will go through a rigorous environmental process before final alignments or designs can be determined. Coordination with State and Regional A encies Orange County's CTP will be developed cooperatively with NCDOT, Triangle Area Rural Planning Organization (TARPO) and Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning Organization (MPO). DCHC MPO completed much of the work for the MPO CTP during the 2035 LRTP process. The DCHC Transportation Advisory Committee, at its meeting in August, reviewed a schedule for completing development of the CTP that proposes releasing a draft DCHC MPO CTP for public comment in December 2009. The proposed schedule coordinates with development of Orange County's CTP but is a little ahead of the County's CTP process. For example, the DCHC MPO will hold a public hearing on its draft CTP in February 2010 while Orange County will hold a public workshop on its CTP alternatives in February 2010. Staff is in contact with Burlington-Graham Metropolitan Planning Organization (BGMPO) and Town of Mebane staff regarding the Orange County CTP proceedings. The portion of Orange County within the BGMPO must be adopted by that organization when BGMPO adopts its CTP. Timeline for Orange County CTP Attachment 2 is the proposed timeline for the CTP process. The schedule proposes a public workshop the last week in September with a public comment period through November. The 3 CTP Committee and the Orange Unified Transportation Board (OUTBoard) will use the public input and comment from the Planning Board, the Economic Development Commission, the Commission for the Environment, and the Transportation Services Board to develop a draft CTP, which will be presented at a second public workshop in February. The DCHC MPO will be developing the MPO CTP during the same timeframe. The MPO CTP will include that portion of Orange County within the Metropolitan Area Boundary. The timeline in Attachment 2 includes the proposed timeline for the MPO CTP. CTP Survey The OUTBoard has endorsed a survey for public input. The survey, Attachment 3, will be available online and at convenient public locations throughout the County for citizens who do not have access to the Internet. The CTP Committee and the OUTBoard are developing a public awareness plan to apprise the public of the CTP development. FINANCIAL IMPACT: The Comprehensive Transportation Plan will require planning staff resources and material costs for maps for the public outreach meetings and copies of the CTP Survey. The Planning and Inspections Department's 2009-2010 operating budget has adequate monies for public outreach and material costs. However, retirements and a frozen 0.53-full-time employed transportation planner planning position are severely stretching transportation planning human resources. Transportation planning in Orange County has increasingly become and could continue to become more important and time-consuming in the future. The Planning Department is working with the County Manager and Human Resources to analyze staffing impacts. This project can still move forward at this time. RECOMMENDATION(S): The Manager recommends the Board: 1. Receive the presentation. 2. Approve the timeline for the CTP process; and 3. The CTP Committee and the Orange Unified Transportation Board (OUTBoard) will use the public input and comment from the Planning Board, the Economic Development Commission, the Commission for the Environment, and the Transportation Services Board to develop a draft CTP, which will be presented at a second public workshop in February.
