National Pollutant Discharge Elimination System (NPDES) Program
Grant Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of
Chapter 159 of the General Statutes of North Carolina, the following grant project is hereby adopted.
Section 1. The project authorized is the National Pollutant Discharge Elimination Sysfem (NPDES)
Program. Under Phase II of this stormwater program, the Town of Hillsborough is
required to develop, implement, and enforce a storMwater program designed to reduce
the discharge of pollutants from the Town's Municipal Separate Storm Sewer System to
the maximum extent practical. Through an approved Memorandum of Agreement
(MOA) between the Town of Hillsborough and Orange County, the County's Erosion
Control Division within the Planning and Inspections Department will implement this
program on behalf of the Town. The Town will reimburse the County for alf costs
associated. with human resources, operating and capital expenses that might occur
during the implementation of this program.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document and the rules and regulations of the grantors.
Section 3. The following revenue is anticipated to be available during the first four years of this
five-year project:
Intergovernmental (Year 1) -Town of Hillsborougl: $18,500
Intergovernmental (Year Z) -Town of Hillsborougl: $57,800
Intergovernmental (Year 3) -Town of Hillsborough $74,600
Intergovernmental (Year 4) -Town of Hillsborough $81,700
Total Revenue ~ $232,600
Section 4. There is no required County match for this grant.
Section 5. The following amount is appropriated for this project:
Community & Environment -NPDES Grant $232,600
Section 6. The finance officer is hereby directed to maintain within the grant project sufficient
speck detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section T. Funds may be advanced from the general fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 8. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 9. There are no positions authorized through this grant project ordinance.
Section 10. This project ordinance is in effect until September 30, 2009.

The Board approved increased space allocations for Employment Security Commission and
Joint Orange Chatham Community Action at the Orange County Skills Development Center and
Hillsborough Commons and requested reimbursement for facility costs and authorized the
Manager to sign.
h. Renewal of Contracts with In-Home Aide Providers to Provide In-Home Aide Services
to Eligible Adults
The Board approved continuing the contracts to provide In-Home Aide Services with Arcadia
Health Services, Inc., Personalized Patient Home Assistance, Inc., Southern Home Care
Services, Inc., Touched by Angels Home Healthcare il, Inc., Triangle Home Health Care, Inc.,
and Homewatch Caregivers of the Triangle, Inc. and authorized the Chair to sign the contracts
contingent upon approval of the Orange County FY 2009-10 budget.
i. Renewal of Contract with Betty Rintoul, Ph.D. to Provide Mental Health Screenings
for Young Children in Child Welfare System
The Board approved. continuation of a contract with Dr. Betty Rintoul to provide mental health
services for young children involved with child welfare services and authorized the Chair to sign
pending approval of the Orange County FY 2009-10 budget.
L Renewal of Contract with Northen Blue, L.L.P. for DSS Legal Services
The Board approved the FY 2009 - 10 contract for legal representation with Northen Blue,
L.L.P. for the Department of Social Services and authorized the Chair to sign.
k. Approval of Continuation of Contract with OPC
The Board approved the contract renewal with Orange-Person-Chatham Local Management
Entity for apart-time liaison to assist clients of Social Services to access needed mental health
services and authorized the Chair to sign contingent upon approval of the Orange County FY
2009-10 budget.
I. Renewal of Contract with UNC Hospitals for DSS to Provide Medicaid Workers
The Board approved the contract renewal of the contract for income maintenance staff at UNC
Hospitals and authorized the Chair to sign contingent upon approval of the Orange County FY
2009-10 budget.
m. Renewal of Contract fvr Social Work Services Between Orange County Schools and
Orange County Department of Social Serviices
The Board approved renewal of the contract between the Orange County Schools and the
Orange County Department of Social Services for the provision of eight Department of Social
Services positions and related supervision to provide social work and case management
services in the schools and authorized the Chair to sign contingent upon approval of the
Orange County FY 2009-10 budget.

The Board approved budget and grant project ordinance amendments for FY 2008-09 for
Social Services, Solid Waste Department, Planning, Arts Commission, Department on Aging,
and Commissioners' Contingency.
o. 2010 Census Complete Count Committee
The Board approved creation of a Complete County Committee, authorized a fetter of invitation,
approved a resolution to promote the 2010 Census and approved the "sun-setting" of the
Committee in May 2010.
~ Recommendation to NCDOT Concerning the Addition of Northridge Lane to the State
Maintained Road System
The Board forwarded the Northridge Lane Petition for Addition to the State Maintained System
to NCDOT with a recommendation to the Board of Transportation accept Northridge Lane for
maintenance as a secondary road.
