SUBJECT: Resolution Naming Area in New Main Library for Rebecca B. Wall

PURPOSE: To consider a resolution to officially name a designated area within the soon-to-
open new Orange County Main Library on West Margaret Lane to recognize Rebecca B. Wall.
BACKGROUND: On August 18, 2009, the Board received the Naming Report /Request from
the Interim Manager to recognize Rebecca B. Wall within a prominent location in the new Main
Library. In addition, the Board agreed to consider adopting a resolution at its September 1,
2009 meeting recognizing Rebecca B. Wall in a prominent place within the local history area at
the new Main Library.
This request was made in consideration of and in compliance with stipulations in the 1987
bequest from Ms. Wall's estate that an area of the library be designated recognizing Rebecca B.
Wall.
Accordingly, a resolution to recognize Ms. Rebecca B. Wall is provided (Attachment #1) for the
Board's consideration. If adopted, the local history area of the new Main Library will be officially
named in honor of Rebecca B. Wall.
FINANCIAL IMPACT: There is no financial impact associated with consideration of this item.
RECOMMENDATION(S): The Interim Manager recommends the Board adopt the attached
resolution to officially name the local history area of the new Main Library on West Margaret
Lane for Rebecca B. Wall consistent with the naming policy.

RESOLUTION
OFFICIAL NAMING OF LOCAL HISTORY AREA OF THE NEW MAIN
LIBRARY FOR REBECCA B. WALL
WHEREAS, Orange County has demonstrated its commitment to libraries by
construction of anew Orange County Main Library facility located on West
Margaret Lane for the residents of Orange County and
WHEREAS, The Board adopted the Orange County Property Naming Policy on
March 3, 2009; and
WHEREAS, In accordance with the requirements of the policy the Board
reviewed a report from the Interim County Manager on August 18, 2009 which
outlined the history of the designee information for Ms. Rebecca B. Wall; and
WHEREAS, Ms. Rebecca B. Wall bequeathed to the Orange County Public
Library the sum of $50,000 in her last will and testament, with the stipulation that
an area of the library (not necessarily with walls) be designated the Rebecca B.
Wall history area, and for Ms. Wall's hand-painted plaque to be on display in this
area; and
WHEREAS, The new Main Library facility is scheduled to be open in the
December 2009 timeframe;
NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of
Commissioners does hereby officially name the local history area of the new
Orange County Main Library, located at 137 West Margaret Lane, 2"d floor, in
honor of Rebecca B. Wall.
