HomeMy WebLinkAboutMinutes - 19771128G ~.; ._ MINUTES ORANGE COUNTY BOARD OF GOMP4ISSIONERS NOVEMBER 28, 1977 The Orange County Board of Commissioners met on Monday, November 29, 1977, at 7:30 p.m., in the Commissioners' Room of the Courthouse in Hillsborough for the purpose of a work session with the Planning Board. Those present were Chairman Richard Whitted, Commissioners Norman Gustaveson, Jan Pinney, Norman Walker, and Donald Willhoit. Other present were 5. M. Gattis, County Manager, Neal Evans, Finance Director, Ervin Dobson, Planning Director, and members from the County Planning Staff. Members o£ the County Planning Board present were nr. Robert Bonar, ChairmanS Ms. Jean Anderson, Hilliard Caldwell, William Breeze, Paul Gates, and Lindsay Efland. The first item for discussion was the extraterritorial zoning request from the Town of Chapel Hill. The Planning Board had recommended to the County Commissioners that the request be denied. The County Commissioner; at a later meeting had requested the Planning Staff gather certain informa- tion regarding natural boundaries of the area, future planning in these areas, the Town's policies regarding mobile homes and the possibility of adopting same of Chapel Hill's policies effecting transision areas with consideration given to the County's Land Classification system. Dr. Robert Bonar, Chairman of the Planning Board, stated that the Planning Board recommended the Board of Commissioners deny the request since the Planning Board felt the area would be drawn under the jurisdic- tion of the Town of Chapel Hill and yet have no representation on the governing Board of the Town. Further, the Town could already extend to the one mile limit. Chairman Whitted pointed out that since the County was exercising zoning and subdivision jurisdiction in these areas, the one mile option did not prevail. Ms. Jean Anderson raised the point that there must be a limit to the growth of Chapel Hill. She stated that with growth, utilities services must be provided. She also stated that at the October public hearing, only a few people spoke in favor of the extraterritorial request. Dr. Bonar spoke of the plans of the landfill in the New Hope area. He stated that since Chapel Hill wanted the landfill to remain zoned industrial, this would lead one to believe that the Town had plans for industrial use of the area and this would be in conflict to the wishes of the residents of the New Hope area. Lindsay Efland pointed out to the Board the belief of some residents that Chapel Hill was discriminating against mobile home dwellers. Commissioner Gustaveson stated that there are serious problems in certain subdivisions which are divided by the existing boundaries and also areas that would be annexed into the Town soon. Dr. Bonar informed the Board the Planning Board had requested the Town's Planning Board to indicate areas that might be added to the Town soon so these areas could be given special attention. Dr. Bonar stated that at this time, he feels he does nto know the areas the Town might annex during the reasonably near future. Dr. Bonar further commented about Chapel Hill's idea of establishing a greenbelt. Tn conclusion, the Board of Commissioners will correspond with the Town of Chapel Hill and attempt to gather information relating to the Town's annexation plans over the next few years. These plans will be reviewed and negotiations will be forthcoming concerning a more definite extraterritorial proposal. The second item on the agenda was an update of the Subdivision Regula- tions presented by Hal Minis of the Planning Department. Mr. Minis informed the Board that all Township Advisory Councils have had at least one meeting concerning the Subdivision Regulations. Twelve ~u~ minor subdivisions and three major subdivisions have been considered since the subdivision procedures have been amended. The new procedures have not been worked out rather smoothly. Chairman Whitted read a Resolution of Appreciation for the service of Ervin G. Dobson, who has resigned as Planning Director. The next item discussed was the proposal from the Town of. Chapel Hill regarding the use, improvement and maintenance of certain properties for recreational purposes. The Board reviewed the agreement and Commissioner GUstaveson stated that he felt the agreement did not provide a mechanism for the County nor Carrboro's use of the properties for recreational purposes. He suggested that a statement be inserted in Section 10 of the agreement. Dobson became director of th.e Orange County Planning Department, and WHEREAS, Since March 1975, Ervin G. Dobson has worked patiently and tire- lessly for the installation.of a comprehensive planning program and there- by helped promote progressive changes in the planning process in Orange County, and • WHEREAS, His personable and patient approach has helped Orange County citizens become aware of and involved in the management of Orange County resources, and 6JHEREAS, Through his efforts Ervin G. Dobson has earned the respect and esteem of the government officials and citizens of Orange County, and llHEREA5, The Board of County Commissioners, Planning Baard, Planning Depart- ment, and citizens of Orange County are indebted to Ervin G. Dobson for his dedicated service, and WHEREAS, Ervin G. Dobsan has determined that it is now time for him to channel his efforts toward a new career; NOW, THEREFORE, $E IT RE50l,VED, That the Orange County Board of Commissioners takes action through its members an behalf of the citizens of Orange County to express to Ervin G. Dobson its sincere appreciation and graditude for his years of service and his contributions to Orange County and the field of planning, and further wish to him Success in his future endeavors. Let a copy of this resolution be presented to Ervin G. Dobson and a copy of . this resolution be included in the minutes of this meeting, this the 28th day of November. 1977.
