PUBLIC CHARGE The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks its citizens to conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending member to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the Chair will recess the meeting until such time that a genuine commitment to this public charge is observed. All electronic devices such as cell phones, pagers, and computers should please be turned off or set to silent/vibrate. C. PUBLIC HEARING ITEMS 1. Zoning Ordinance Amendment: To receive public comment on proposed amendment(s) to Article Six (6) Application of Dimensional Requirements Section 6.31 Outdoor Lighting Standards of the Orange County Ordinance revising existing regulations governing the review, approval, and use of outdoor lighting fixtures for residential and non-residential land uses. 2. Strategic Growth and Rural Conservation Plan: To receive public comment on acceptance of the Strategic Growth and Resource Conservation (SGRC) Plan. The SGRC is a proposed program whereby development rights in specific areas of the county could be transferred to other specific areas of the county in order to preserve and protect sensitive areas and uses while allowing development and greater density/intensity in areas of the county better suited to accommodate it. The first two phases of the SGRC program (research and feasibility) were previously completed and were accepted in June 2006. The final third phase (specific program and administrative design) is the subject of this hearing, not as an implementation action but as a list of recommendations for future prioritization and speck text or map zoning amendment. D. ADJOURNMENT OF PUBLIC HEARING E. NON-PUBLIC HEARING ITEMS Processes for Small Area Plan Implementation, Unified Development Ordinance Completion, and Comprehensive Plan Implementation: Staff will present for BOCC consideration proposed processes and work plan for 1) Implementing Small Area Plans, 2) Completing a Unified Development Ordinance, and 3) Ongoing Comprehensive Plan implementation.
