PURPOSE: To acknowledge the continued endeavors of the Revenue staff evident by the
outstanding collection rates achieved and to consider appointment of Linda Strickland-Jaubert,
Valerie Curry, and Bobbie Underwood as Deputy Tax Collectors for afour-year terms, effective
July 1, 2009 through June 30, 2013.
BACKGROUND: Linda Strickland-Jaubert, Valerie Curry and Bobbie Underwood have
previously been appointed Deputy Tax Collectors by the Board of County Commissioners for
one year terms. It is proposed that these staff members be appointed to four-year terms to
match the current four-year term (July 1, 2009-June 30, 2013) of Tax Collector Jo Roberson.
Chapter 105-349(f) of the North Carolina General Statutes requires the Board of County
Commissioners to appoint deputy collectors "for a term to be determined by the governing
board". The statute reads "a deputy tax collector shall have the authority to perform, under the
direction of the tax collector, any act that the tax collector may perform unless the governing
body appointing the deputy specifically limits the scope of the deputy's authority". Therefore,
the deputy tax collectors' work will continue to be performed under the direction of the tax
collector with precise guidelines that exist.
The continued success of the Revenue office staff as a whole is evident in the outstanding
collection rates that have been attained for several years. The County has ranked in the top 5%
collected out of 100 counties over the last 10 years.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Interim Manager recommends that the Board appoint Linda
Strickland-Jaubert, Valerie Curry, and Bobbie Underwood as Orange County Deputy Tax
Collectors for four-year terms effective July 1, 2009 through June 30, 2013.
