The following members of the Board were present: Chairman Richard C~Thitted, Commissioners Norman Gustaveson, Jan Pinney, and Donald Willhoit. The Board considered appeal of 1977 tax valuation by the following persons for the indicated properties: Mr. & Mrs. Johnnie Leon Peace - Chapel HI11 Township, Tax Map 29, Parcel 10 Elizabeth F. Gervais - Chanel Hill Township, Tax Map 129A, Block B, Parcel 12 Sion D. Jennings : Chapel Hill Township, Tax T4ap 45, Block B, Parcel 9, 11, and 12 Plarvin F. Poer & Company - Chapel Hill Township, Tax PSap 27, Block F, Parcel l Having heard P4r. & Mrs. Peace, the Board upon a motion by Commissioner Gustaveson, seconded by Commissioner Pinney, unanimously adopted an order reducing the 1977 tax valuation of the Peace property, identified above, form $86,900 to $66,000. Mr. Sion D. Jennings appeared and presented his appeal of the valua- tion of property identified above. The Board unanimously adopted orders reducing the 1977 tax valuatien of that property identified as Tax Map 45, Block B, Parcel 11, Chapel Hill Township (owned by Sion D. Jennings and F. E. Stroud) from $17,600 to $7,800; reducing the 1977 tax valuation of that property identified as Tax T4ap 45, Block B, Parcel 9, Chapel Hill Township, (owned by Valera McFarland) from $54,500 to $35,500; reducing the 1977 valuation of that property identified as Tax Map 45, Block B, Farrel 12, Chapel Hill Township (owned by Valera McFarland) from $43,700 to $20,600); reducing the 1977 valuation of that property identified as Tax Map 45, Block B, Parcel 10, Chapel Hill Township (owned by Robert F. Logan); reducing the 1977 valuation of that property identified as '?'ax Map 129A, Block B, Parcel 2, Chapel Hill Township (owned by Elizabeth F. Gervais) from $37,400 to $35,800. The Board reviewed the 1977 tax valuation of that property identified as Tax pap 27, Block F, Parcel 1, Chapel Hill Township (owned by E. J: and Sarah Evans and Robert P?. Evans) at the request of the Marvin ~'. Poer and Companv, ad valorem tax service and determined that no change in the 1977 tax valuation is warranted. The Board unanimously approved ad valorem tax refunds upon formal recruests from the following taxpayers in the amounts specified for the tax years specified: Cailliam P. Tolliver - Refund of 1976 Tax Refund of 1975 Tax Refund of 1974 Tax Total Refund Jerald B. Long Refund of 1976 Tax . Cailliam E. & Josie Smith Refund. of 1976 Tax Patrick L. Refund of 1972 Tax $ 11.97 Refund of 1973 Tax 18.68 Refund of 1974 Tax 13.25 $ 43.89 The Board considered and unanir_mously denied a formal request from Mrs. W. W. Sams, Jr. of Chapel Hill for release of the 10 percent late listing charge assessed her account for failure to list property for taxes within the regular listing period. The following letter was directed to the Berard of Commissioners from the Tax Supervisor, dated Augus..t 12, 1977 and has been made a part of the August 9, 1977 minutes: C: ~-+ - "I have gone back and zeconfirmed the recommended changes on Tax Map 45-B-11, Sion Jennings/F .. E. Strowd doz a value of $7,800, Tax Map 45-B-9, Valera McFarland, $35,000, Tax Man 45-B~12, Valera McFarland, $20,600 and Tax Map 45-B-10, Mr. Logan, $22,800. These are the same values submitted on your fact sheets. The area shown on the maps submitted by Mr. Jennings as flood way was really flood-Alain which can be used if filled one foot above flood stage. The flood plain should be Driced as other land ($9000 per acre) and not $600 per acre. We also confirmed with Art Burger the area in auestion of flood wav." "The question of who the other lot located beside the To1liVer lot belonged was Mrs. Argusta Edwards who died a while back. We will find out who the administrator is and notif_v_ he or she, and ask that they request a refund." The meeting was adjourned. Ri a [qhi to Chairman William Laws, Acting Clerk ORANGE COTJNTX BnARD OF COLIMISSIONERS AUCUS'.T' 16, 1977 The Orange County Board of Commissioners met in regular session on Tuesday, August.l6, 1977, at 7:30 p.m., in the Commissioners' Room of the Courthouse in Hillsborough, N. C. Present were Chairman Richard T+7hitted, Commissioners Diorman Gustaveson, Jan Pinney, Norman Walker and Donald Willhoit. Other present were staff personnel, S. M. Gattis, County Administrator, Neal Evans, County Finance Director, and Agatha Johnson, Clerk to the Board. William Blue was present representing the firm of [~inston, Coleman and. Bernhols, County Attorneys. Chairman Whitted referred to Item 1 on the Agenda: Persons not on this agenda having business to transact with the Board should make their presence known in order that an appropriate time for them to be heard might be arranged. The Chairman recognized Pat Crawford, a member of the Orange County Planning Board who stated that she would like to present a resolution to the Board from the Planning Board. Commissioner Willhoit asked that discussion regarding Azalea Drive be added to the agenda, and that the 3oard discuss the resolution received from the Carrboro Board of Aldermen concerning the use of Lincoln Gym. The County Manager stated that William Blue, County Attorney, was present to discuss Southern Bell Telephone System and the EMS System. The County Manager also asked that the Board `consider approving a budget amendment for the proposed Mental Health Center. Item 2: Minutes of the Board Meetings held August 1, 1977, August - 4, 1977, and the August 9, 1977 minutes of the Beard of Equalization and Review. The August 1, 1977 minutes were reviewed and Commissioner Willhoit asked that a clarification be added to one section of the August 1st minutes. Upon motion of Commissioner Pinney, seconded by Commissioner Gustaveson, the P_ugust 1, 1977 minutes were adopted. The August 4, 1977 minutes were reviewed and upon motion of Comm~.s~ sinner Pinney, seconded by Commissioner Gustaveson, i.t [vas moved and adopted to approve the August 4, 1977 minutes.
