PURPOSE: To appoint the Manager, Clerk to the Board and Attorney and
review present County Commissioner' appointments on the various County
boards and commissions.
BACKGROUND: As part of the Board organization, G.S. 153A -81 allows
boards of commissioners to appoint a manager who serves at the Board's
pleasure. Each board of commissioners must have a clerk who is
appointed directly by it and serves at its pleasure. The Board of
Commissioners must appoint a county attorney, who serves as its legal
adviser. County attorneys are not appointed to a definite term; they
serve at the pleasure of their boards.
Each member of the Board of Commissioners serve on various boards and
commissions. That list is an attachment to this abstract and provided
for discussion.
RECOMMENDATION: (1) Appoint a Manager, (2) Appoint a Clerk, (3) Appoint
a County Attorney, and (4) discuss the present boards /commissions list.

Commissioners in order to qualify for receiving funding for juvenile court services and delinquency prevention programs One of the
membership requirements for the new Council is that a member of the Board of County Commissioners serve
