PURPOSE: To consider awarding a contract for the purchase of five Monitor/Defibrillators.
BACKGROUND: At their September 15, 1998 meeting, the Board approved the reallocation of
$80,000 in capital funds from the purchase of a replacement ambulance to the purchase of four 12-lead
monitor/defibrillators for use by EMS personnel. Funding for the replacement ambulance and two
additional monitor defibrillators would be deferred for consideration during the 1999-2009 CIP process.
EMS staff and the Medical Director have evaluated several brands of defibrillators based on options
available and upgrades projected. An important consideration of the selected equipment is that it has a
comprehensive integrated data management system which is compatible with the data management
system of UNC Hospitals. Another important feature is the future expandability of the unit to include
integrated capnometry, invasive pressure monitoring, and non-invasive blood pressure monitoring. The
equipment will be assigned to the Initial Response paramedics.
As a result of creative collaboration between EMS and Purchasing staff, there is an opportunity to acquire
a fifth monitor defibrillator this year within the funds originally estimated to be required for the purchase
of four of these machines. Under certain circumstances, North Carolina General Statute 143-129 allows
local governments to make purchases without a separate bidding procedure. This type of acquisition can
be made from any contractor that has, within the past 12 months, contracted to furnish the item to: (1) the
federal government or any federal agency; (2) the state of North Carolina or any agency or political
subdivision of the state; or (3) any other state or agency or political subdivision of that state, if the
contractor is willing to extend the same or more favorable price and other terms to the local government.
Staff proposes to "piggy back" on US government contract FSS V797P-3549j dated September 1, 1998,
which was awarded to Physio Control Corporation of Redmond, Washington. The County would acquire
five (5) Model LifePak 12 with accessories at a contract cost of $15,992 each. Pursuant to the State
statute, Orange County advertised its intention ten (10) days before this meeting.
RECOMMENDATION(S): The Manager recommends that the Board award the contract to Physio
Control Corporation of Redmond, Washington in the amount of $15,992 each for the purchase of five (5)
Model LifePak 12 with accessories.
