Chairman Whitted stated that the 3 million dollars is what the School Board will have to work with'for the next 3 to 5 years. Commissoner Willhoit asked of the programs in the schools to correct occupation safety and health conditiens. Mabel Gordon stated that there were Safety Committees in each school - which met monthly. The schools are surveyed for safety and two years ago magnetic starters and guards were installed on all shock equipment. Dust collectors are being installed in the different shop areas and safety lights will soon be installed. The Chairman stated that the Board of Commissioners would be meeting regularly between now anti June 21, 1977, and that a representative from the School Board would be welcome at these meetings. Whitted, Chairman Agatha a'ohnson, Clerk ORANGE COUNTY BOARD OF COMMISSIONERS MAY 19, 1977 The Orange County Board of Commissioners met on Thursday, May 19, 1977, at 7:30 p.m., in the Commissiiners' Room of the Courthouse in .. Hillsborough, N. C. to continue budget hearings for 1977-78. Present were Chairman Richard Whitted, Commissioners Norman Gustaveson, Jan Pinney, Norman Walker and Donald Willhoit. Others present were S. M. Gattis, County Manager, Neal Evans, Finance Director, Joe Bradshaw, Administrative Assistant, and Agatha Johnson, Clerk. Chairman Whitted read to the Board a letter from Major James Wallace, Mayor of Chapel Hi11, requesting that a member of the Commissioners be appointed to a Human Services Committee. Commissioner Gustaveson was asked if he would be willing to serve as the Board's representative and Mr. Gustaveson did so agree. The Clerk was instructed to inxorm the Mayor's Office in Chapel Hill of this appointment. Chairman Whitted stated that the first agency to present a budget request is the xistorical Museum. The Chairman then introduced to the Board, Mrs. Glenn Auman, Secretary of the Historical Museum. Mrs. Auman presented to the Board a Statement of Income and Expendi- tunes for the calendar year of 1976. She requested from the Board an allocation of $4,000 for the next fiscal year. The anticipated expense which Mrs. Auman spoke of is for salaries to replace the present curator who will soon be quitting. There was some discussion of tying the telephone of the nuseum into the County Telephone system to reduce the cost of telephone service. The Finance Director stated that the museum probably had a present fund balance of between $2,000 and $3,000. He suggested that a $2,D00 allocation be made to the museum in July to take care of their operating expenses. Commissioner Walker suggested that the Administrative staff assist the museum staff in preparing the proper budget far next year. The County Manager presented to the Board a Deed to Otis Wright for sale of a vacant lot in the Town of Hillsborough and situated on the East side of Nash Street. Orange County has forclosed for taxes this parcel z~.~ of land.• The County Manager stated that this was a straight sale and it was not required that bids be left open for thirty days. Upon motion of Commissiener Gustaveson, seconded by.Gommissioner Pinney, it was moved and adopted to approve the sale of the property in Hillsborough Township and on the east side of Nash Street. (For copy of deed to Otis Wright, see page 219 of this book.) The Board discussed briefly other departments within the County, _ which the Commissioners would like to hear from during the budget hearings. Those departments are Agriculture Department, Sheriff Department, Register of Deeds, Planning Department and the County Manager will report vn the - Animal Shelter Program. Mr. Gattis presented to the Board a budget request for the Sanitation Department. He stated that the largest single items for this Department ~~ would be for fuel and tires. This budget includes four additional positions, which the County Manager hopes will be funded with CETA Funds. Mr. Gattis stated that approximately 25 additional dumpsters will be required, and many of the presently owned containers are in need of repair. The proposed budget for 1977-78for•Sanitation is $55,626. The County Manager presented a proposed budget for the Motor Pool Department. The budq.et showed a reduction in funds for equipment over the 1976-77 request, however, there is an increase in fuel, which includes both gas and oil. This budget includes one new position of mechanic hel~'.ter• which may be funded with CETA funds. Mr. Gattis informed the Board that there was a saving in the construc- tion of the maintenance garage and enough money in this year's budget for the construction of another maintenance facility which would be approximately 40 feet by 60 feet. This new facility could be used for repairing the dumpsters, for use by buildings and grounds personnels and for storage. The consensus of the Board was to agree with the County Manager's suggestion. Commissioner Willhoit spoke of the possibility of the Ceunty garage maintaining vehicles operated by Council. an Aging and other agencies. He stated that he believed there would be a sufficient saving of maintenance. cost to these agencies. The proposed budget of the Motor Fool is $70,780. Mr. Gattis presented to the Board budget request for Buildings and Grounds. The proposed budget for this department if $245,399. The objectives for 1977-78 are: (1) Secure additional personnel in order to adequately maintain and repair recently acquired County properties, (2) in the new year, in additino to normal custodial and maintenance function, to provide repair activities to the Grady Brown School Buildings, to the Cedar Grove School, to the Northside School, to the New Courthouse, Old Courthouse, Agriculture Building, Jai1,.Health Department and the Social Services Building. The Manager reviewed with the Board specific repairs needed in each of these buildings. The budget requested a new position of Building and Grounds Superintendent, six maintenance helpers, one clerk-typist and one Custodian part-time. Commissioner Willhoit suggested the possibility of combining the operations of Buildings and Grounds with the two school systems, thereby the County would have access to specialized people to maintain certain equipment. The Gounty Manger will discuss this passibility further with the two Superintendents of Schools. Commissioner Gustaveson stated that one priority for next year should be to releive the Tax Supervisor of the building and grounds responsibilities. The County Manager presented tv the Board a tentative budget for the Emergency Medical Service. An attachment to the tentative budget stated that the Johnson Foundation had provided a grant of $430,000 to the Joint Chatham-Orange Emergency Medical Services Council to implement in each county, an emergency communication system. In concept, by dialing 911 in either county, one reaches a central dispatch center that can mobilize law enforcement, fire or emergency medical services immediately, as well as pro- ~~"~ vide meda.cal advise over the telephone. The County Manager proposed this center dispatch the County Sheriff's Deputies, the Chapel Hill, Carrboro and Hillsborough Police, the Orange, South Orange, New. Hope, and Efland Rescue Squads and seven rural volunteer fire departments. Mr. Gattis stated that it is difficult to propose a dispatch center budget for the coming year. Unforeseen problems affecting telephone costs have arisen with Southern Bell Telephone Company since the transfer of the telephone utility, However, the best estimate of when the center might become operational is January 1, 1978. This date is not firm and cannot be more clearly identified at this time as equipment delivery dates are still tenta- tive. Beyond that, installation is a substantial task. With these facts - in mind, the County Manager proposed a budget that brings on board a communi- cation center chief during July of 1977, and ten dispatchers in October, 1977. Tt is difficult to determine how many dispatchers will actually be needed, however, ten positions will allow two dispatchers on the 1st and 2nd shifts, one on the 3rd shift anda chief that can assume responsibility for center operations, develop center procedures and perform some dispatching services. The tentative budget request is $126,500. Of this amount, $86,50D is requested for personnel, and $20,000 for Telephone cost. One time costs are: Console at $18,000, Alterations at $1,00, and furniture at $500. The next Department presenting budget request was the Data Processing Department. The County Manager introduced Keith Brooks, from the Data Processing Department. Mr. Gattis presented ~ko the Board a tentative Data Processing budget. Total $117 , 450 *Of this $117,450, $17,800 would be a.one time expense. This amount does not include any utilities. With a B1860, the power requirements would probably be a 200 AMP service, and it would require approximately four tons of air conditioning. With this system, it would allow the County to install an-line interactive transaction oriented systems in the following areas: The applications of Finance, Voter Registration and Tax Collections would be installed and operational on November 1st, when the computer oges on rental. Food Stamps, Indexing, flee t,maintenance and othertax applications would be operational during the 1977-78 fiscal year, The payroll system could be transferred from the City of Durham, the voter's registration and food stamps from Cobb County, Georgia and the General hedger and the Tax Collections from Mecklenbury County. All of these systems would require changes and modifications to convert them to the County's use. The County Manager stated that one problem was in regard to space for the Data Processing Department. He persently is negotiating for .the rental " of a building on King Street. Other possibilities mentioned were a location on Ghurton Street, which previously housed a bakery, the old REA building, or the first floor of the 01d Courthouse. Mr. Brooks stated that these figures were the bids of the Burrough Company, the system he is most familiar with. Other companies that will be - presenting bids are: IBM, Univac, Honeywell, NCR, Micro-Data and Data- . Journal. Mr. Brooks added that with the Burrough equipment there was plenty of room for expansion. Bids will be submitted early in July and a month will be needed to evaluate the bids submitted. Mr. Brooks added that the lease/purchase of the equipment was the mast feasible. All of the equipment and some of the people are budgeted for only part of 1977'78. The full cost for 1978-79 would be an additional $28,604. As the new system is developed, the hardware costs may go up, but the B1860 as proposed should get the County through 78-79 with only addi- tional costs for CRT terminals. The County Manager was instructed to attempt to find a suitable location ~~~ for the data processing department.
