HomeMy WebLinkAboutMinutes - 19770221ss MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS FEBRUARX 21, 1977 The Orange County Board of Commissioners met jointly with the Orange County Planning Board and the Orange County Planning Staff on Monday, February 21, 1977, at 6:00 p.m., in the Agriculture Building at Hillsborough. Members present from the Board of Commissioners were Chairman Richard Whitted, Commissioners Norman Gustaveson, Jan Pinney, Norman Walker and Donald Willhoit. Members of the Orange County Planning Beard present were Marilyn Riddle Jean Anderson, .pr. Robert, John Scarlett, Paul Gates, Lindsey Efland, Col. William Breeze, Pat Crawford, Andrew Dobelstein, Art Cleary, Hazel Lunsford, and Charles Johnston. Members from the Orange County Planning Staff were. Ervin Dobson, Planning Direcotr, Ghris Edwards, Hal Minis, Kathy Hoffer and Quinton Patterson. Others present were S. M. Gattis, County Manager, Neal Evans, Finance Director, Ebert Pierce, Agriculture Extension Chairman, C. A. Laws, Sanitation with the Health Department, Blaine Liner, a member of the Chapel Hill Planning Board, and Agatha Johnson, Clerk to the Board. Chairman Whitted welcomed the group to the meeting and expressed his appreciation, on behalf of the Berard of Commissioners, to the Planning Board for agreeing to serve in this capacity. He stated that there wasa mutual need for understanding between members of the Planning Board and Staff and the County Commissioners in order that all might be sure of the priorities in planning matters and to know just where planning is going, in general, in Orange County. Mr. Whitted informed the group that in December, the .Commissioners met with the Planning Staff in a work session and outlines a list of the Board's objectives for the future. Some of the priorities the Board set forth were to develop data for land use planning, to enlarge the then existing Planning Board, to extend the Subdivision Regulations County-wide and to extend Zoning to certain townships in the County. He stated that the Planning Board and Staff had since developed the new Ordinance creating the new Planning Board and the Commissioners have adopted this Ordinance. Chairman Whitted asked the Planning Director, Ervin Dobson, to speak of the Planned Work Program, which was recently presented to the Board of Commissioners. Mr. Dobson reviewed the progress of the Planning Work Program. He stated that the maps, overlays and legends, which are used as planning tools, will be complete and in usable form by March 15, 1977. These tools are important in developing land use data. A second priority was to enlarge the County Planning Board which has been accomplished. The educational/training program of the Planning Board will be a continuous process. The Planning Staff is developing a Library for planning use. The Planning Director also hopes to have joint planning meetings with the Town of Chapel Hill and Carrboro with a speaker forum type situation. He urged the new Planning Board members to use their Planning Notebooks as a general aid to planning matters. The third priority is concerning the County Subdivision Regulations. He stated that a work session has been scheduled for the Technical Sub- committee for Wednesday, at 12:00 Noon, February 23, 1977, at the Municipal Building in Chapel Hill. The long range goad is to have the new Subdivision Regulations in draft form by fall of this year. The fcurth priority is to work on putting the Planning Advisory Councils into place in each township. The first Advisory Council is to be established in Bingham Township. The Planning Director stressed the need for citizen's input on the Advisory Councils. He stated that citizens were needed to serve on these councils who could relate to the problems in their area. 1(30 The fifth priority is work on the Zoning Ordinance. The Planning Officer stated that the Land Classification System still needed to be developed. Much of this work will be that of the Planning Board, and the Advisory Councils, as well as the amended Zoning Ordinance. The last priority is the identification of environmentally critical areas in the County. Discussion ensued concerning the establishing of the Advisory Councils in the townships. Some questions asked were (1) how many people should serve from each township? The answer was that the representatives may vary. The number of members should be a recommendation from the Planning Board. (2) Are those appointed to the Advisory Countils to be experts or general representatives of the population? The answer was that the representatives should be those who will provide input and who are aware of the problems in their specific area. Col. Breeze asked how the composition of the Planning Board was decided upon. The Chairman replied that a representative was appointed from each township, and more were appointed from the two townships where zoning already exist. Pat Crawford asked about the terms of the members to the Planning Board. The Chairman stated that the members of the Planning Board would draw for the terms at their first meeting. Chris Edwards, Planning Assistant, stated that the new Planning Board would want to create Bylaws and elect officers. Commissioner Gustaveson stated that the six objectives, which the Planning Director had pointed out, involved a major task which would require an enormous amount of work. He stated that when zoning is extended to Bingham, Cheeks and Hillsborough Townships, this would bring about a larger amount of plats to be approved. The Board of Commissioners hoped that some of the administrative procedures, which took up time at the Commissioners' meetings, would be worked out at the Planning Board level. Commissioner Gustaveson briefly reviewed a draft of the amended Sub- division Regulations, pointing out specific areas which had been changed or added. Present were Chairman Richard Whitted, Commissioner Norman Gustaveson, Jan Pinney, and Donald Willhoit. Absent was Commissioner Norman Walker. Others percent were S. M. Gattis, County Manager, Neal Evans, Finance Director, Agatha Johnson, Clerk, and Joe Nassif, Architect responsible for the design of old Grady Brown Buildings.
