PURPOSE: To receive a report from the Orange County Forest Ranger concerning enforcement actions
taken against a logger who failed to observe water quality restrictions while clearing property in Eno
Township.
BACKGROUND: At their December 15, 1998 meeting, the Board received an explanation from Orange
County Forest Ranger Brad Bowling regarding the roles of the North Carolina Forest Service and the
North Carolina Department of Environment and Natural Resources in identifying and taking action
against violations of regulations pertaining to timbering operations. The Board was specifically interested
in a situation that involved clear cutting of trees in a stream buffer in violation of Neuse River Basin water
quality restrictions. The Board asked for a followup report on enforcement actions taken by the State of
North Carolina against the logger who committed these violations.
Ranger Bowling will provide a brief update on enforcement actions to this point and any remediation
requirements that have been placed on the logger in question.
RECOMMENDATION(S): The Manager recommends that the Board receive the report as information.
