PURPOSE:
To consider a request from First Baptist Church of Chapel Hill for financial assistance in the
amount of $10,000 for the preparation of HUD Section 202 Elderly Housing Application in 1999.
BACKGROUND:
First Baptist Church of Chapel Hill. intends to prepare a Section 202 Elderly Housing Application
for submission to HUD in the Summer of 1999. In order to accomplish this goal, a feasibility study
must be conducted in order to identify appropriate land for the project. At this time, a site is being
investigated on Merritt Mill Road in Chapel Hill with plans for constructing approximately 40
apartments for the elderly. Specifically, the feasibility study will have the following components:
1. Determine capacity of proposed site in relation to topography and Town of Chapel Hill
Ordinances.
2. Determine schematic site plan and building location.
3. Obtain site control for Funding Reservation to HUD.
4. Prepare Fund Reservation Application and submit to HUD.
The estimated budget for the feasibility studies is:
1. Detailed topographic survey $8,000
2. Environmental Phase I Analysis $3,000
3. Preliminary site design, site planning $5,000
4. Soils Engineering Tests $5,000
5. Appraisal $4,000
6. Land Options $5,000
7. Preparation of Fund Reservation, Legal,
Organizational, Coordination $5,000
TOTAL $35,000

The Church has asked the Town of Chapel Hill to provide $25,000 of the total budget, and the
County is being asked to finance the remainder, $10,000.
It is expected that HUD will announce the availability of funding under this program in April or
May, with applications due in June or July 1999. Funding announcements are anticipated in
October 1999. If the application is successful, construction of the project could begin in Autumn
2000. It is important to note that this is a competitive process, and, thus, completion of the
Feasibility Study does not ensure that the project will be funded.
Also, should the application be successful, the sponsor anticipates asking for reimbursement of
impact fees since the project will serve persons over 62 years of age whose income is below 50% of
area median income. The project consultant has been given a copy of the Impact Fee
Reimbursement Policy for future reference.
RECOMMENDATION(S):
The Manager recommends that should the Board decide to approve the request from First Baptist
Church of Chapel Hill for financial assistance in the amount of $10,000 for the preparation of a
HUD Section 202 Elderly Housing Application in 1999, the following is recommended:
Funds should be appropriated from the Commissioners Contingency Fund, contingent upon
approval of funds from the Town of Chapel Hill;
2. County staff should provide the project sponsor, First Baptist Church, a copy of the Impact
Fee Reimbursement Policy and provide technical assistance with the preparation of an
impact fee reimbursement request in accordance with the referenced policy and the County's
annual budget preparation process; and
3. Funds granted by the Orange County Board of Commissioners should only be used for the
feasibility study related to the above referenced HUD Section 202 Elderly Housing
Application.
