PURPOSE: To update the Boazd on the status of the Juvenile Crime Prevention Council
BACKGROUND: In response to the Juvenile Justice Reform Bill, it has become necessary for the
current Youth Services Advisory Commission (YSAC) to prepaze for transition to the newly
established Juvenile Crime Prevention Council (JCPC). Duties and responsibilities of the council
will be similaz to, in some ways, and exceed in others, that of the YSAC. Such duties and
responsibilities include:
• assessing the needs of juveniles in the community;
• evaluating current services and programs to juveniles;
• increasing public awazeness;
• developing strategies for intervention;
• administering funds for treatment services to juveniles and families; and
• planning for permanent funding of delinquency prevention services.
With a few exceptions, membership of the Council (as designated in Senate Bill 1260) is similaz to
that of the Criminal Justice Partnership Program (CJPP) Advisory Boazd. At their December
meeting, the YSAC agreed to pursue collaborative efforts with the local CJPP boazd. As a part of the
January 20`~ meeting of the Orange-Chatham CJPP Advisory Board, the boazd decided to develop
options to establish a Criminal Justice-Advisory Boazd. This proposed boazd would expand its
mission to review issues pertaining to criminal justice, including administration of CJPP and JCPC
programs. A subcommittee has been formed to report its findings and recommendations at the next
CJPP advisory boazd meeting. The meeting is scheduled for February 24,1999.
RECOMMENDATION(S): The Manager recommends that the Board receive the report as
information.
