PURPOSE:
To award one housing rehabilitation contract for the CDBG Housing Rehabilitation Program.
BACKGROUND:
The Housing and Community Development Department solicited bids from qualified housing
rehabilitation contractors participating in the County's Housing Rehabilitation Program. Sealed
bids were solicited from participating contractors on January 28, 1998 and February 4, 1999. The
informal bidding process is governed by the North Carolina General Statues §143-131 and does not
require a minimum number of bids. Bid results are attached. Present program procedures provide
that housing rehabilitation contracts be awarded to the lowest responsible bidder.
RECOMMENDATION(S):
The Manager recommends awarding the following housing rehabilitation contracts:

EXTERIOR:
1. Remove the existing front walkway and steps. Frame
and pour a new walkway 3 feet wide and new steps to
the driveway.
2. Remove the rear porch. Install a 6x 16 deck of pressure
treated lumber. Install a ramp of pressure treated lumber.
Install pickets on the guard and handrails.
3. Install an aluminum clad storm door on the front entrance.
Door to have pneumatic closure and vinyl sweep.
4. Remove the existing brick and block work at the left,
side entrance. Install footer and 2 courses of 8x 16 inch block
and 1 course of cap block. Install a 4 inch drain in the floor.
Connect the drain to a 4 inch drain line to the outside edge of
the driveway. Insta114x4 posts on aluminum brackets and framing
for an 8.5x5 foot shed type awning. Install plywood and soffitt to
match the existing overhang. Install aluminum drip edge, 151b.
felt and three tab shingles, color to match new shingles. Step flash
and caulk the shingles to the existing wall. Install 1x6 fascia .Install
aluminum, continuous gutter and splashblocks. Install splashblocks
under each downspout. Paint all exposed wood (except the pressure
treated posts) with two coats of semigloss, latex exterior paint. Pour
a 4 inch concrete floor.
5. Install splashblocks under each downspout.
6. Prepare the front porch slab with a masonry bonding
agent. Install a concrete slab with reinforcing wire to the
bottom of the front door sill. Slope the slab to provide adequate
runoff. Cut the existing 4x4 posts as necessary and install
aluminum brackets

7. Install triple track storm windows on all windows.

ROOF:
1. Remove the existing roof to the sheathing. Install
15 lb. felt, aluminum drip edge and three tab shingles.
Install a ridge vent ventilation system.
2 Insta112, 12x 18 gable vents.
INTERIOR:
DOWNSTAIRS APARTMENT:
INTERIOR PAINT:
1. Prepare all surfaces for paint.Paint the walls with
flat latex paint, the ceilings with ceiling white latex paint
and the trim, bath and kitchen with semigloss latex paint.
paint to cover completely. Install 2 coats of poyurethane on
the doors.
FLOOR COVERING:
1. Prepare the floor for vinyl. Install roll, vinyl floor
covering, metal trim and shoemold. Vinyl allowance to
be $14/yd.
KITCHEN:
1. Remove the existing door. Install a six panel, metal
insulated door unit. Install lockset and a deadbolt to be
keyed the same. Install a peephole and matching interior
trim.
2. Install an aluminum clad, wood core storm door with
a pneumatic closure and vinyl sweep.
3. Sand and varnish the existing cabinets with two coats of
polyurethane.

HALL:
1. Replace the left side door casing to the hall door.
2. Repair the baseboard on the left side of the hall.
3. Repair the sheetrock over the door
BATH:
1. Remove the wall and ceiling covering to the studs,
block wall and, ceiling joists. Fur the block wall with
3/a furring strips. Insulate the exterior-wall
with 3/a inch foam insulation.
2. Install MR sheetrock on the walls. Install 'h inch
sheetrock on the ceiling. Tape and finish the sheetrock
smooth.
3. Install a plastic tub enclosurer the with comer shelves
4. Install a five piece accessory kit.
5. Install new casing on the bath door and window.
6. Install matching baseboard.
7. Install a medicine cabinet.
PLUMBING:
1. Install a handicap commode. Install new supply line
and cutoff.
2. Install washerless faucets on the lavatory. Install new
supply lines, cutoffs and P-trap assembly.

4. Install a washerless faucet on the kitchen sink.
Install new supply lines, cutoffs and P-trap assembly.
5. Install a 3/a inch pipe on the pressure relief valve on
the hot water heater
6. Roto-rout the drain line.
7. Reinstall the lavatory.
ELECTRIC:
1. Install an electric smoke detector.
2. Install a new fixture in the dining room.
3. Install new fixtures at each exterior entrance.
4. Install a new fixture in the bath.
5. Install GFT outlets in the bath and kitchen.
MECHAlvICAL:
1. Install a new cold air return grill in the hall.
LEFT/REAR BEDROOM:
1. Insta113/$ inch sheetrock over the existing sheetrock.
Tape and finish the sheetrock smooth.
UPSTAIRS APARTMENT:
Interior Paint:
1. Prepare all surfaces for paint. Paint the walls

1. Install carpet and pad in all rooms but the bath.
Carpet allowance to be $14/yd.
2. Install roll vinyl floor covering in the bath. Vinyl
allowance to be $14/yd. Install shoemold and metal
Trim.
FRONT ENTRANCE:
1. Replace 1 stair tred, stain and varnish.
2. Stain and insta112 coats of polyurethane on the
treds and risers.
REAR NTRANCE:
1. Remove the existing -door and storm door. Install a
six panel, metal insulated door unit. Install lockset and
deadbolt to be keyed the same. Install peephole and
matching interior trim.
2. Install an alununum clad storm door with pneumatic
closure and vinyl sweep.
3. Repair the existing sheetrock.
4. Remove the framing and paneling partition.
Remove the cabinets. Repair any areas disturbed
by this operation.
5. Prepare the floor for vinyl. Install vinyl floor
covering over the existing floor.

BATH:
1. Remove the wall covering to the studs. Insulate
the exterior wall.
2. Install MR sheetrock on the walls, tape and finish smooth.
3. Install a vinyl tub enclosure kit with corner shelves.
4. Install 1/a luan plywood on the floor and vinyl floor
covering, metal trim and shoemold.
5. Install new casing for the door and window.
6. Install a five piece accessory kit.
7. Install a medicine cabinet.
ATTIC:
1. Install an attic access with aluminum steps.
PLUMBING:
1. Install a handicap commode in the bath. Install
new supply line and cutoff.
2. Install washerless faucets on the lavatory.. Install
new supply lines and cutoffs
3. Install washerless faucets on the tub.
4. Reinstall the lavatory.
ELECTRIC:
