DRAFT TIMETABLE/MILESTONES
POTENTIAL SOLID WASTE MANAGEMENT TRANSITION
FROM TOWN OF CHAPEL HILL TO ORANGE COUNTY
In keeping with awell-established principle first adopted by the Board in November 1997, it is
imperative that a Countywide solid waste management system have committed partners to ensure its
financial viability as an enterprise operation. Accordingly, the following draft timetable under which
the County might assume overall solid waste management responsibility is measured from the date
when the County and its municipal partners would approve and. sign an interlocal agreement binding
all parties to long-term cooperation in a solid waste management enterprise.
This draft timetable does not attempt to list all steps that would be required to accomplish a transition
for solid waste management from the Town of Chapel Hill to Orange County. Upon formal agreement
among all parties that the County would assume overall responsibility, adetailed implementation plan
would be developed and carried out by County and Town staffs. Substantial preparatory work has
already been accomplished. Among the most complex and time-consuming aspects of a transition plan
would be the administrative and logistical efforts to transfer solid waste staff from Town employment
to County employment.
The table below outlines a few of the most important tasks that must be accomplished during the
transition process. Note that the number of days in the first column is the time by which we
anticipate work could be completed on each task. Work on many of these tasks would begin much
earlier, in some cases right after an interlocal agreement is consummated. It is also important to note
that the timeframes listed in this draft aze approximate, and related to other workload of the
departments/staff involved. In order to keep other major efforts (e.g. the budget process, if it were
underway during the solid waste transition process) on track, some adjustments to this timetable might
be necessary. Generally speaking, however, this draft timetable assumes asix-month implementation
schedule from interlocal agreement approval by all parties to the start of solid waste operations under
County oversight.

Review and update the position classification and pay study
60 days completed earlier of Town of Chapel Hill Solid Waste positions.
Determine recommended classification and salary grade
assignments for each solid waste position in the Orange County
75 days Classification and Pay Plan.
Review and update the eazlier detailed pay and benefits comparison
study of the Town and County pay and benefits. Analyze results
105 days and identify recommended handling.
Develop a report detailing the recommended pay and benefits
125 days handling and review with County Manager and Town Manager.
Meet with Solid Waste employees as a group to report on the
135 days proposed pay and benefits handling and discuss any questions.

Complete/distribute public information regarding transition and
135 days outlining operational changes (if any) that will be implemented.
Report on the proposed pay and benefits handling to the Orange
County Board of Commissioners and request approval for the
classification plan amendments, pay and benefits handling
145 days necessary for the proposed pay and benefits package.
Complete design/testing of software interface between solid waste
150 days billing system and County general ledger.
Complete examination/updating of all service contracts, insurance
150 days policies, etc.
Develop and provide each employee with an information package
including specific information as to his or her classification, salary
and benefits under the pay and benefits handling approved by the
160 days Board of Commissioners.
Complete integration of solid waste operations into County
165 days computer and telephone networks.
Meet with each employee individually to review the pay and
170 days benefits information and answer questions.
Conduct benefits enrollment sessions with involved employees to
complete all benefits sign up necessary for Orange County
employee status and complete all other pay and documentation
necessary to place the employees on the Orange County employee
180 days payroll.
Complete transfer of all fixed assets -real
180 days property buildings/equipment.
