PUBLIC CHARGE
The Board of Commissioners pledges to the citizens of Orange County its respect. The Board asks ifs citizens to
conduct themselves in a respectful, courteous manner, both with the Board and with fellow citizens. At any time
should any member of the Board or any citizen fail to observe this public charge, the Chair will ask the offending
person to leave the meeting until that individual regains personal control. Should decorum fail to be restored, the
Chair will recess the meeting until such time that a genuine commitment to this public charge is observed.

a. Resolution on State Reorganization of Environmental Health Programs
The Board will consider a resolution of support for keeping environmental health programs together in
the Department of Health and Human Services
b. Cooperative Extension 4-H Volunteer Leaders' Resolution of Appreciation
The Board will consider a resolution recognizing Orange County Cooperative Extension Service 4-H
volunteer leaders during national Volunteer Week, April 18-24, 1999.
c. Proclamation for Red Cross Month
The Board will consider proclaiming March as American Red Cross Month and recognizing the Orange
County Red Cross chapter.

8. ITEMS FOR DECISION -CONSENT AGENDA (8:00-8:05)
a. Minutes
The Board will consider correction and/or approval of minutes from its Dec. 8, 1998 regular meeting.
b. Waiver of Landfill Fees -Eno River Association
The Board will consider a request from the Eno River Association to waive landfill disposal fees.
c. Petition for Addition -Buttonwood Drive in Hillsborough Township
The Board will consider a petition from the North Carolina Department of Transportation to add
Buttonwood Drive in Hillsborough to the state-maintained secondary road system.
d. 1999 Orange Countv Legislative Agenda
The Board will consider resolutions amplifying the Board of Commissioners' recommendations to the
Orange County legislative delegation on initiatives for the 1999 long session of the North Carolina General
Assembly.
e. Technical Support Contracts to Assist in Y2K Preparation
The Board will consider approving contracts for additional computer programmer support to
supplement existing staff resources to complete Y2K preparations.
9. ITEMS FOR DECISION -REGULAR AGENDA
a. Appointments (8:05-8:10)
The Board will consider appointments to the Agricultural Districts Advisory Board; Board of
Equalization and Review; Mebane Planning Board; and, Triangle J Council of Governments Smart Growth
Committee; and will consider changes to the Commission for the Environment and Information Technology
Committee.
b. New Land Resources Conservation Manager Position in the Environment and Resource
Conservation Department per Dec. 1. 1998 BOCC Action (8:10-8:20)
The Board will consider approving a new permanent full time land resources conservation manager
position in the Environment and Resource Conservation Department at salary grade 73 ($38,330-$60,947).
c. Advertisement for Joint Planning Public Hearing April 14 1999 (8:20-8:30)
The Board will consider authorizing a legal notice advertising the joint planning area public hearing
scheduled for April 14, 1999.
d. Orange Countv Community Assessment (8:30-8:40)
The Board will consider a request for funding in the amount of $10,000 from the Triangle United Way
for an Orange County community assessment.
e. Urgent Repair Program Funding Alternatives (8:40-8:50)
The Board will consider short- and long-term funding alternatives for the Orange County urgent repair
program.
f. Woodareen Subdivision Preliminary Plan (8:50-9:00)
The Board will consider a preliminary plan for the Woodgreen subdivision located on a 30.7-acre tract
in Cheeks Township near the intersection of Dimmocks Mill and Moorfields roads.
g Bid Award/Contract Approval - Efland Cheeks Community School park (9:00-9:20)
The Board will consider bids and contract approval for construction of the Eftand Cheeks Community
School Park.
h. Creek Wood Subdivision Preliminary Plan (9:20-9:35)
The Board will consider a preliminary plan for the 462-acre Creek Wood subdivision located between
Whitfield and t. Sinai roads in Chapel HJ'll Township. / ~

_ REPORTS /
a. Hebron Incorporation (9:35-9:50)
The Board will hear a report by the Planning Director on the proposed Hebron incorporation.
b. Report on Amendments to the Carrboro Land Use Ordinance for Implementation to the
Facilitated Small Area Plan for Carrboro's Northern Study Area (9:50-10:15)
The Board will hear a report on proposed amendments to the Carrboro land use ordinance.
c. Report on Chatham County's Reauest to Access its Jordan Lake Water Allocation through
OWASA's Jordan Lake Property and Approved Intake Location (10:15-10:30)
The Board will hear a report on Chatham County's request to access its Jordan lake water supply
through OWASA's Jordan Lake property and responses to the plan from the towns of Chapel Hill and Carrboro and
consider approval of a draft letter to OWASA outlining the County's response.
