During its March 6th retreat, the Orange County Board of Education identified the
follc.~wing items for discussion during our session on March 31:
• Rczoniny for new development
• Nerrpption of the County's tax increases being blamed primarily on the
schools
• fmpc~ct Fees or Impact Tax
t;r~ilaborative effort to locate a park on the site of the new elementary school
• The need for a new middle school
I have included some information concerning capacity, enrollment, and
membership for all our schools. We received infvm~ation from. your office and
-tl~: 1 c,wn Manager that projected several possible subdivisions coming on line in
nortrierrt Orange County over th9 next few years. This was also highlighted in a
recent newspaper article that projected approximately 2500 new homes and/or
-~p~~rtments to be constructed in our district. The new elementary and high
:scheduled for construction will better prepare our system for this possible growth,
but our two middle schools are currently at or above capacity now. Our Board
w~mts to begin a discussion about a new middle school, and a more realistic
cfi;;c:ussion concerning school capacity as it currently exists.
T tie fom~ula for projecting the number Of students living in a new development is
c:carif::ntiy .33 per home for the Orange County Schools. It is our understanding
that the Chapel-Hill Carrboro System uses .fifi per home. We feel the .66 is a

more realistic number for our system to use as well. This could be included with
tt~e discussion concerning a new middle school.
