BACKGROUND: During its March 6, 1999 retreat, the Orange County Board of Education identified several topics that they would like to discuss with the County Commissioners and Chapel Hill - Carrboro Board of Education. These topics are identified in the headings and attachments noted below. a) Perception of County Tax Increases Being Blamed Primarily on the Schools b) Impact Fees or Impact Tax c) Need for a New Middle School Attachment 2a — 3115199 OCS Superintendent Memo, "Joint Meeting with County Commissioners" Attachment 2b — 3125199 OCS Superintendent Memo, "March 31, 1999 Joint Meeting" FINANCIAL IMPACT: There is no financial impact tied directly to the discussion at this meeting. However, decisions that may be made by one or more of the elected boards at subsequent meetings are likely to have significant implications for the 1999 -2000 operating budget, and future capital and operating budgets. RECOMMENDATION(S): The Manager recommends that the boards discuss the issues noted and provide direction to staff, as appropriate.
